After investigation, the patient Weng, male, was 75 years old. Suffering from malignant lymphoma, he was admitted to the Second Hospital of Harbin Medical University from May 65438 to June 2005. Hospitalization for 82 days, hospital charge 1.389 million yuan. The Second Hospital of Harbin Medical University mainly has the following problems in the process of treating patients: First, illegal charges. Through independent projects, decomposed projects, over-standard charges, repeated charges and other means, medical expenses were overcharged by more than 207,000 yuan. Second, Yu Wei, director of ICU of cardiac surgery department, concealed the problems of illegal bookkeeping and medical treatment, forged and organized relevant medical personnel to illegally alter Weng's medical documents. Third, the management of some departments is chaotic, and the supervision of relevant functional departments is weak. In the ICU of cardiac surgery, the number of drugs in the doctor's orders, intensive care records and charge list is inconsistent with each other, and some doctor's orders are not signed by the doctor himself. Using imported drugs that have not been approved by the state, there is no handover, verification or drug return procedure between the self-purchased drugs and the patients' families. The price department and the medical department did not conscientiously perform their corresponding regulatory duties. Fourth, the measures taken to complain to patients' families are ineffective and improper, which has caused bad social impact.

The relevant parties decided to give Yang Hui, dean of the Second Hospital of Harbin Medical University, member of the Party Committee, secretary of the Party Committee, deputy secretary of the Party Committee and secretary of the Disciplinary Committee, the dismissal of his post; Give the vice presidents Wang Taihe and Tan Wenhua greater administrative sanctions; Give Yu, the director of ICU of Cardiology Department, the punishment of the director of ICU of Cardiology Department, and revoke his doctor's practice certificate; Guo Xiaoxia, head nurse of ICU of cardiac surgery, Gao Song, chief of price department, and Wang Jinglu, deputy chief of medical department, were dismissed. Other medical personnel's violations of discipline and discipline shall be dealt with by the relevant departments respectively. The Second Hospital of Harbin Medical University was suspended 1 year, and it was rectified within a time limit to see what would happen in the future. Instruct the hospital to refund the fees charged illegally to the patient's family and apologize to the patient's family. Harbin Medical University and Health Department of Heilongjiang Province failed to supervise the Second Hospital of Harbin Medical University, and instructed it to write an in-depth inspection.

The circular pointed out that this is a typical case of violation of discipline and law that seriously damages the interests of the masses, seriously damages the image of the health industry, and has a bad social impact. The main reason is that the purpose of running a school is seriously deviated, the nature of public welfare is diluted, and economic interests are pursued unilaterally. Health administrative departments and medical institutions at all levels should learn profound lessons from them and take them as a warning. At any time and under any circumstances, we should faithfully fulfill the purpose of serving the people wholeheartedly, be a loyal guardian of people's health, and resolutely stop and correct unhealthy trends that harm the interests of the masses.

The notice requires that the management and supervision of medical service charges must be strictly enforced, and it is strictly forbidden to collect and support projects, decompose projects, raise standards and other arbitrary charges. Resolutely cancel the method of directly linking department contracting, billing commission, medical personnel distribution and medical service income. It is necessary to strictly implement the relevant provisions of medical record management and strengthen the basic management of hospitals. We will fully implement the open system of hospital affairs, especially the open system of medical service charges, strictly implement the list of hospitalization expenses and the inquiry system of expenses, and intensify the investigation and punishment of arbitrary charges and accountability.
