Will the heat insulation film be effective in wet weather?

My car was put in Opus's shop. At that time, they told me that there were watermarks and fog on the heat insulation film posted in wet weather, which might not disappear immediately, and it would take more time to completely dry it. But in rainy days, there is less dust in the air, and impurities are not easy to appear in the film.
