Jinan Firecracker Setting Regulations 2023

The 2023 Jinan Firecrackers Discharge Regulations are as follows:

"Jinan City Regulations Prohibiting the Setting off of Fireworks and Firecrackers"

1. The setting off of fireworks and firecrackers is prohibited in the following areas of Jinan

1. Within the Jinan Ring Expressway;

2. Urban areas in Changqing District, Zhangqiu District, Jiyang District, Laiwu District, Gangcheng District, Pingyin County, and Shanghe County area within range. Specific areas shall be demarcated and announced by the county (district) people's government;

3. Other prohibited areas shall be demarcated and announced to the public by the county (district) people's government as needed.

2. Outside the prohibited areas, it is prohibited to set off fireworks and firecrackers in the following places

1. Government offices;

2. Cultural relics protection units;

3. Transportation hubs such as stations, docks, and airports, highways, tunnels, viaducts, overpasses, rail transit facilities, and railway line safety protection zones;

4. Inflammable and explosive dangerous goods Production, operation, and storage sites;

5. Safety protection zones for power transmission and transformation facilities;

6. Medical institutions, kindergartens, primary and secondary schools, welfare homes, and nursing homes;

7. Key fire prevention areas such as mountains and forests, large and medium-sized reservoir management areas;

8. Shopping malls, markets, scenic spots, parks, indoor public entertainment venues, and public culture Facilities and places for religious activities;

9. High-rise buildings, underground buildings, construction sites of high-rise buildings under construction;

10. Delineated and announced by the county (district) people's government of other places.

3. During periods of heavy pollution, no unit or individual is allowed to set off fireworks, hold fireworks parties, or other large-scale fireworks display activities within the Jinan administrative region.

The Jinan City Prohibition and Release Office encourages citizens to take the initiative to discourage and actively report illegal fireworks. The public security organs will investigate and deal with them in accordance with the law, and those who report meritoriously will be rewarded.

Precautions when setting off fireworks and firecrackers

1. If you choose to purchase fireworks and firecrackers, you should purchase them from regular fireworks and firecrackers retail stores. Setting off fireworks and firecrackers that lack quality assurance can easily cause danger.

2. When setting off fireworks and firecrackers, choose a place with fewer people and do not set off in crowded places. If you need to set off fireworks and firecrackers in a crowded place, you must have someone supervise you to prevent others from getting close to them and avoid being injured.

3. Fireworks and firecrackers should not be set off in flammable places such as haystacks and firewood piles to avoid causing fire accidents. Fireworks and firecrackers should be set off away from power lines to prevent the risk of electric shock from blowing up the power lines.

4. Children or the elderly should try not to set off fireworks or firecrackers, or avoid setting off large fireworks.

5. When setting off fireworks and firecrackers, be sure to hang them securely. Especially when setting off fireworks bombs and cannons, they should be placed stably on the ground to prevent fireworks and firecrackers from hurting people.

6. Clean up promptly after setting off fireworks and firecrackers, and check whether there are any unburned firecrackers to avoid causing fire.
