The satellite is an earth resources satellite jointly developed by China and Brazil, also known as "China-Brazil Earth Resources Satellite-1". In the 1990s, China and Brazil reached an intergovernmental agreement to jointly develop an earth resources satellite to fill the gaps between the two countries in related fields.
