Is Linhai Town Binhai?

Linhai Town, which belongs to Sheyang County, Yancheng City, Jiangsu Province, is located in the north of Sheyang County, bordering the Yellow Sea in the east, Qian Qiu Town in the south, Qian Qiu Town and Wuxun Town in Binhai County in the west, irrigation canals in northern Jiangsu and Huaihe River in the north.
