Article 1 In order to defend against meteorological disasters, avoid and reduce losses caused by meteorological disasters, protect people’s lives, property and food security, and promote the economic and social sustainability of the Molidawa Daur Autonomous Banner (hereinafter referred to as the Autonomous Banner) For sustainable development, these regulations are formulated in accordance with the Meteorological Law of the People's Republic of China, the Meteorological Disaster Prevention Regulations, the Inner Mongolia Autonomous Region Meteorological Disaster Prevention Regulations and other relevant laws and regulations, and in combination with the actual conditions of the autonomous banner. Article 2 Those who engage in meteorological disaster prevention activities within the administrative areas of autonomous banners must abide by these regulations. Article 3 Meteorological disasters as mentioned in these regulations refer to disasters caused by drought, frost (ice), hail, heavy rain (snow), cold wave, thunder and lightning, low temperature, high temperature, heavy fog, strong wind (sandstorm, tornado), etc.

The term "meteorological disaster prevention" as mentioned in these regulations refers to the prevention, monitoring, forecasting and warning, emergency response and other activities of meteorological disasters. Article 4 Meteorological disaster prevention should adhere to the principles of people-oriented, scientific prevention, overall coordination, hierarchical responsibility, departmental linkage, and social participation, and establish and improve a social network for meteorological disaster prevention. Article 5 The people's government of the autonomous banner shall strengthen the organization and leadership of meteorological disaster prevention work, establish a meteorological disaster prevention command agency, and establish and improve the command and coordination mechanism and emergency linkage mechanism for meteorological disaster prevention work.

The township people’s government (office) shall establish a meteorological disaster prevention organization, and under the leadership of the autonomous banner meteorological disaster prevention command institution and the township people’s government (office), organize and direct the meteorological disaster prevention organization in the region Meteorological disaster prevention work. Article 6 Village (resident) committees, enterprises and institutions and other organizations shall do the following work well:

(6) Cooperate with relevant departments to conduct disaster investigation. Article 7 Citizens shall perform the following obligations:

(1) Learn relevant knowledge about meteorological disaster prevention and improve their ability to prevent and avoid disasters;

(2) When discovering hidden dangers of meteorological disasters, they shall promptly report them to Reports from meteorological authorities and relevant departments;

(3) Make corresponding defense preparations based on meteorological disaster early warning information;

(4) When meteorological disasters occur, obey the government and relevant organizations to make decisions in accordance with the law arrangements to carry out self-rescue and mutual rescue. Article 8 The People's Government of the Autonomous Banner shall establish and improve the public participation mechanism for meteorological disaster prevention, encourage and mobilize social organizations, volunteer teams and other social forces to participate in meteorological disaster prevention work in an orderly manner in accordance with the law, and help the people do disaster prevention and relief work. Article 9 The People's Government of the Autonomous Banner and relevant departments shall strengthen the publicity and popularization of laws and regulations on meteorological disaster prevention and disaster prevention and reduction knowledge, and improve citizens' awareness and ability to defend against meteorological disasters.

Article 10 The people's government of the autonomous banner shall incorporate the prevention and reduction of meteorological disasters into the national economic and social development plan of the autonomous banner, and the required funds shall be included in the fiscal budget of the autonomous banner. Article 11 The people's government of the autonomous banner shall organize the meteorological authority to work with relevant departments to prepare a meteorological disaster prevention plan, report it to the people's government at the next higher level for filing, and organize its implementation.

The preparation of meteorological disaster prevention plans should follow the principles of rational layout, effective utilization, and taking into account both the current and the long-term. Article 12 The people's government of the autonomous banner shall organize the establishment of a meteorological disaster monitoring network in its administrative region and improve the meteorological disaster database; meteorological monitoring facilities shall be included in the overall layout of the meteorological disaster monitoring network in its administrative region, and the autonomous banner meteorological authority shall implement a unified industry Management and supervisory guidance. Article 13 The People's Government of the Autonomous Banner shall include the land used for the construction of meteorological facilities within the scope of land used for basic urban and rural public service facilities, and protect the detection environment in accordance with the law. No organization or individual may occupy, damage or move meteorological disaster prevention facilities and warning signs without authorization.

New construction, renovation (expansion) projects within the scope of environmental protection for meteorological facility detection should avoid harming the meteorological detection environment; if it is truly unavoidable, the construction unit should submit a written report to the autonomous banner meteorological authority and Report to the meteorological authority of the autonomous region for approval and propose corresponding remedial measures. Without the written consent of the competent meteorological agency or the implementation of remedial measures, the development and reform, land and resources, urban and rural planning, environmental protection, radio management and other departments shall not approve the start of construction. Article 14 The People's Government of the Autonomous Banner shall include lightning prevention and disaster reduction work within the scope of public security management. Meteorological authorities shall strengthen guidance and supervision of lightning disaster prevention work in accordance with the law.

All types of buildings (structures), places and facilities should be equipped with lightning protection devices in accordance with the relevant national, autonomous region and industry lightning protection standards and regulations.

Units or individuals that have installed lightning protection devices should entrust a qualified lightning protection device testing agency to conduct regular testing in accordance with relevant regulations, and accept the supervision and inspection of the meteorological authorities and the work safety management department.

Lightning disaster risk assessments should be conducted for large-scale construction projects, flammable and explosive projects, and chemical projects.
