Measures for the Implementation of the Regulations on Meteorological Disaster Prevention in Xinjiang Uygur Autonomous Region (revised in 2020)

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Regulations of the State Council on the Prevention of Meteorological Disasters and relevant laws and regulations, combined with the actual situation of the autonomous region. Article 2 These Measures shall apply to meteorological disaster prevention activities within the administrative area of the autonomous region. Article 3 The people's governments at or above the county level shall strengthen the organization and leadership of meteorological disaster prevention, include the funds needed for meteorological disaster prevention into the fiscal budget at the corresponding level, establish and improve the coordination mechanism for meteorological disaster prevention, improve the construction of meteorological disaster prevention system, and incorporate meteorological disaster prevention into the national economic and social development plan and government performance appraisal. Article 4 The competent meteorological departments at or above the county (city) level shall be responsible for the prevention of meteorological disasters such as monitoring, forecasting, early warning, risk assessment and climate feasibility demonstration within their respective administrative areas.

Natural resources, agriculture and rural areas, water conservancy, forestry and grass, housing and urban and rural construction, transportation, ecological environment, radio and television, education, civil aviation and air traffic control and other relevant departments and units are responsible for meteorological disaster prevention in accordance with the division of responsibilities. Article 5 Township (town) people's governments, sub-district offices and communities shall determine meteorological disaster prevention assistants and meteorological disaster information officers, and assist the competent meteorological departments to do a good job in meteorological disaster early warning information transmission, emergency contact, disaster report and meteorological science popularization. Article 6 People's governments at or above the county level and relevant departments shall strengthen the propaganda of meteorological science popularization and knowledge of disaster prevention and mitigation, enhance the public's awareness of meteorological disaster prevention, organize emergency drills according to the characteristics of local meteorological disasters, and improve the emergency capability of disaster prevention and avoidance and self-help and mutual rescue. Seventh to encourage and support social forces to participate in meteorological disaster prevention work; Encourage units and individuals to participate in meteorological disaster insurance.

Production and business units shall implement the responsibility system for production safety of meteorological disasters, strengthen the prevention of meteorological disasters, and prevent production safety accidents caused by meteorological disasters. Chapter II Prevention Article 8 People's governments at or above the county level shall organize meteorological departments and relevant departments to conduct general surveys of meteorological disasters, establish meteorological disaster databases, conduct meteorological disaster risk assessments according to meteorological disaster types, delimit meteorological disaster risk areas according to meteorological disaster distribution and risk assessment results, set up early warning signs and make public announcements.

Meteorological disaster risk assessment shall include the following contents:

(1) Historical and current situation analysis of meteorological disasters;

(2) Meteorological disaster risk prediction;

(3) Countermeasures and measures to prevent or mitigate the impact of meteorological disasters;

(4) The conclusion of meteorological disaster risk assessment. Article 9 The people's governments at or above the county level shall, according to the meteorological disaster prevention plan of the people's government at the next higher level, organize meteorological departments and relevant departments to formulate meteorological disaster prevention plans in their respective administrative areas, and organize their implementation.

Meteorological disaster prevention planning shall include the following contents:

(a) the occurrence, development and present situation of meteorological disasters;

(two) the guiding ideology, principles, objectives and tasks of meteorological disaster prevention;

(three) meteorological disaster prone areas, time periods and key defense areas;

(four) meteorological disaster prevention measures and guarantee mechanism;

(five) the construction and management of meteorological disaster prevention facilities;

(6) Emergency measures for meteorological disasters;

(seven) other contents stipulated by laws, regulations and rules. Tenth people's governments at or above the county level shall incorporate the construction of meteorological disaster prevention facilities into the national spatial planning.

Relevant departments shall formulate regional and river basin plans and special plans for agriculture, rural areas, forestry, grass industry, water conservancy, transportation, culture and tourism, and coordinate with meteorological disaster prevention plans. Eleventh the following planning and construction projects closely related to climatic conditions shall be demonstrated in accordance with the relevant provisions of the state:

(a) the land space planning, key areas or regional development and construction planning;

(two) major infrastructure construction, public works and large-scale construction projects;

(three) major regional economic development, regional agricultural (animal husbandry) industry structure adjustment construction projects;

(four) large-scale solar energy, wind energy and other climate resources development and utilization construction projects;

(five) planning and construction projects that should be demonstrated by laws, regulations and rules.

The relevant departments shall listen to the opinions of the competent meteorological departments at the same level when examining and approving the matters listed in the preceding paragraph. Article 12 The people's governments at or above the county level and their relevant departments shall, according to the occurrence of local cold wave, snowfall and chilling injury, strengthen the inspection and maintenance of roads, power facilities and communication lines, and make good preparations for traffic guidance, agricultural planting, livestock and poultry, aquatic animals and special fruit trees. Article 13 People's governments at or above the county level and their relevant departments shall, according to the characteristics of local drought disasters, build small and medium-sized drought-resistant projects such as water storage, water diversion and water transfer, reserve necessary drought-resistant materials, timely start artificial weather modification to increase water, and ensure the domestic water consumption of urban and rural residents during drought. Chapter III Monitoring, Forecasting, Early Warning and Emergency Disposal Article 14 People's governments at or above the county level shall strengthen the construction of meteorological disaster monitoring networks and do the following work well:

(a) the construction of mobile emergency observation system, emergency communication security system;

(two) the establishment of meteorological disaster observation network, strengthen the monitoring of remote mountainous areas, geological disaster prone areas, sparse monitoring sites;

(3) increase the distribution density of meteorological monitoring networks in areas with frequent gale (sandstorm), rainstorm (snow) and lightning;

(four) to strengthen the monitoring of hail and drought in the main producing areas of grain, cotton and special fruits, key areas of ecological protection, and key areas of water resources development and utilization and protection.

The people's governments at or above the county level shall strengthen the construction of meteorological monitoring facilities such as traffic and communication trunk lines, important power transmission lines, important oil (gas) transmission facilities, important water conservancy projects, key forest areas and tourist areas.
