Measures for the administration of weather modification in Ningxia Hui Autonomous Region

Chapter I General Provisions Article 1 In order to strengthen the management of weather modification, prevent and mitigate meteorological disasters, and ensure the safety of people's lives and property, these measures are formulated in accordance with the provisions of the Meteorological Law of People's Republic of China (PRC), the Regulations of the State Council on Weather Modification and the Meteorological Regulations of Ningxia Hui Autonomous Region, and in combination with the actual situation of this autonomous region. Article 2 These Measures shall be observed in engaging in and managing weather modification activities within the administrative area of this autonomous region. Article 3 The term "weather modification" as mentioned in these Measures refers to the activities that, under appropriate conditions, artificially affect the physical and chemical processes of local atmosphere by means of science and technology to increase (eliminate) rain and snow, hail suppression, frost prevention, fog elimination and forest and grassland fire prevention (fire fighting). Article 4 People's governments at or above the county level shall strengthen the leadership and coordination of weather modification work, establish and improve the command and coordination mechanism of weather modification work, and uniformly command weather modification activities. Article 5 Under the leadership of the people's government at the corresponding level, the competent meteorological departments at or above the county level shall be responsible for guiding, managing and organizing the implementation of weather modification activities within their respective administrative areas.

Finance, public security, agriculture, forestry, water conservancy, safety supervision, civil aviation, telecommunications and other relevant departments shall, in accordance with the division of responsibilities, cooperate with the competent meteorological departments to do a good job in weather modification. Article 6 People's governments at or above the county level shall encourage and support scientific and technological research on weather modification, popularize advanced technologies, and improve the ability and efficiency of weather modification. Seventh people's governments at or above the county level shall organize experts to evaluate the effect of weather modification operations, and according to the evaluation results, guide local weather modification work. Article 8 The people's governments at or above the county level shall commend and reward the units and individuals that have made outstanding contributions in weather modification. Chapter II Organizing the Implementation Article 9 The people's governments at or above the county level shall include in the financial budget of the people's government at the corresponding level the business funds, capital construction funds and special funds for operations required for the public welfare weather modification plan approved by the people's government at the corresponding level.

The funds required for the implementation of aircraft weather modification operations and the costs of artillery shells and rockets fired by eight counties in southern Ningxia and Hongsibao Development Zone shall be borne by the finance of the autonomous region, and the costs of artillery shells and rockets fired by other cities and counties and related farms shall be borne by the finance of the autonomous region, cities and counties and related farms in half.

City, county and relevant farms use anti-aircraft guns and rocket devices to carry out weather modification operations, and the personal accident insurance expenses of commanders and operators (hereinafter referred to as operators) shall be borne by the people's government at the corresponding level and the relevant farm finance. Article 10 The competent meteorological department at or above the county level shall, according to the requirements of the competent meteorological department at a higher level and the needs of local disaster prevention and mitigation, ecological environment construction and the development and utilization of climate resources, consult the relevant departments at the same level to prepare the development plan and plan for weather modification work within their respective administrative areas, and report it to the people's government at the same level for approval before implementation. Article 11 The local competent meteorological department shall, according to the local climate characteristics, geographical conditions, traffic, communication and population density, and in accordance with the relevant provisions of the Civil Aviation Law of People's Republic of China (PRC) and the Basic Rules of Flight of the People's Republic of China, put forward a layout plan, and after being approved by the people's government at the corresponding level, report it to the competent meteorological department of the autonomous region in conjunction with the flight control department to determine it according to law.

Fixed weather modification stations (points) that have been determined shall not be changed without authorization. If it is really necessary to change, it should be re-determined according to the original procedure. Twelfth people's governments at or above the county level and relevant departments and units shall, according to the needs of weather modification work in the whole region, set up weather modification operation institutions (hereinafter referred to as operation institutions) in accordance with the following provisions:

(a) the establishment of aircraft operation organization in the autonomous region, responsible for the implementation of aircraft weather modification operations in the region;

(two) the people's governments of cities and counties shall be responsible for establishing the operation organization of fixed operation stations (points) in townships (towns) and organizing the implementation of weather modification operations at fixed operation stations (points);

(three) the competent meteorological departments of the city and county shall be responsible for setting up the operating institutions of the mobile operating points, and organizing the implementation of weather modification operations at the mobile operating points;

(four) the relevant farms are responsible for setting up the operation organization of fixed operation stations (points) within the farm, and organizing the implementation of weather modification operations at fixed operation stations (points). Thirteenth operating institutions shall meet the following conditions:

(1) Having the qualification of a legal person;

(two) there are operators who have obtained the qualification certificate of weather modification operation, and the number of operators meets the requirements of the competent meteorological department of the autonomous region;

(3) Having anti-aircraft guns, rocket launchers, ammunition depots, rocket depots and other infrastructure facilities, and meeting the mandatory national standards and relevant safety management regulations;

(4) Having communication tools to keep in touch with the weather modification operation command system and the flight control department;

(5) Having relevant safety management systems and business norms;

(six) meet other conditions stipulated by the competent meteorological department of the autonomous region. Fourteenth of the operating institutions and operators to implement the qualification and qualification system.

Operation organizations and operators can only engage in weather modification operations after obtaining weather modification operation qualification certificates and weather modification operation qualification certificates.
