It is necessary to make overall plans and coordinate, promote the simultaneous development of industrialization, informationization, urbanization and agricultural modernization, focus on strengthening the basic support of modern agriculture, and further promote the construction of a new socialist countryside.
Since the 16th National Congress of the Communist Party of China, we have thoroughly implemented Scientific Outlook on Development, comprehensively promoted practical innovation, theoretical innovation and institutional innovation in agriculture, rural areas and farmers, comprehensively established strategic ideas such as giving priority to development, coordinating urban and rural areas, and "synchronizing the four modernizations", comprehensively formulated a series of major policies such as giving more and taking less, industry feeding back agriculture, and supporting cities in rural areas, and comprehensively constructed an institutional framework for agricultural production and management, agricultural support and protection, rural social security and coordinated urban and rural development. Grain output achieved "nine consecutive increases" and comprehensive agricultural production capacity reached a new level. The improvement of people's livelihood in rural areas has accelerated, and many major events and good deeds have won the hearts of the people. Significant progress has been made in the comprehensive reform of rural areas and the reform of collective forest rights system, and the institutional obstacles to urban-rural division have been accelerated. The relationship between the party and the masses in rural areas has improved significantly, and rural society has maintained harmony and stability. The good situation of agriculture and rural areas has greatly improved China's comprehensive national strength in the ever-changing international situation, made progress in the numerous risks and challenges faced by modernization, prospered the cause of the party and the state in various difficult tests, injected strong impetus, increased confidence in coping with it and won strategic initiative. Practice has proved that the central government's major policy of promoting rural reform and development is completely correct, and the policy of strengthening agriculture, benefiting farmers and enriching farmers is effective.
With the deepening of industrialization and urbanization, China's agricultural and rural development is entering a new stage, showing a trend of rising comprehensive agricultural production costs, prominent structural contradictions between supply and demand of agricultural products, accelerated transformation of rural social structure and accelerated integration of urban and rural development. The contradiction between the shortage of population, land and water resources has intensified, the total demand for agricultural products has increased rigidly, the consumption structure has been rapidly upgraded, and the dependence of agriculture on foreign countries has increased significantly. The task of ensuring national food security and effective supply of important agricultural products is arduous; A large number of rural labor force flows, farmers are engaged in part-time jobs, villages are hollowed out, the population is aging, and farmers' interests are diversified. It is imperative to strengthen and innovate rural social management. The correlation between national economy and rural development has been significantly enhanced, and the loss of agricultural resources has accelerated. It is more urgent to establish an equal exchange mechanism of urban and rural factors, and it is a long way to go to narrow the gap between urban and rural regional development and the income distribution gap of residents. We should adapt to the changes in the stage, follow the law of development, enhance our sense of hardship, and make persistent efforts to strengthen agriculture and benefit farmers with the support of the whole party and the whole country.

Focus on building a new agricultural management system that combines intensification, specialization, organization and socialization, further liberating and developing rural social productive forces, and consolidating and developing the excellent situation of agriculture and rural areas.
First, establish an important agricultural product supply guarantee mechanism and strive to consolidate the material foundation of modern agriculture.
Ensuring national food security and ensuring the effective supply of important agricultural products is always the primary task of developing modern agriculture. We will not relax grain production, speed up the construction of a modern agricultural industrial system, and focus on strengthening agricultural material and technical support.
1. Agricultural production has developed steadily. Grain production should adhere to the general requirements of stabilizing area, optimizing structure and paying attention to unit yield to ensure high yield. We will continue to implement the action of stabilizing and increasing grain production, focus on strengthening infrastructure construction in 800 major grain-producing counties, and promote water-saving and grain-increasing actions and high-yield scientific and technological projects in four northeastern provinces and regions. Support the construction of cotton, oilseed and sugar production bases in advantageous producing areas. Expand the scale of high-yield production of grain, cotton, oil and sugar, promote the whole system in key producing areas, and integrate and promote the regionalization and standardization of high-yield and high-efficiency models. 2. Strengthen agricultural material technology and equipment. Implement and improve the strictest farmland protection system, and intensify efforts to promote the construction of high-standard farmland. Accelerate the renovation of large and medium-sized irrigation areas, irrigation and drainage pumping stations, regulation of small and medium-sized rivers, expand the coverage of key counties of small-scale farmland water conservancy, vigorously develop efficient water-saving irrigation, increase the construction of rainwater collection and utilization, weir and pond regulation and other projects, and improve the ability of flood control, drought relief and disaster reduction. 3. Improve the circulation efficiency of agricultural products. Coordinate the circulation network of agricultural products market, focus on supporting the construction of important agricultural products distribution centers and advantageous agricultural products producing areas, strengthen the construction of agricultural products futures markets, timely add new agricultural products futures varieties, and cultivate agricultural products price formation and trading centers with domestic and international influence. 4. Improve the supervision of agricultural products market. Give full play to the incentive effect of price on agricultural production and farmers' income, continue to raise the minimum purchase price of wheat and rice according to the principle of production cost plus reasonable profit, and start the temporary storage and storage of agricultural products such as corn, soybean, rapeseed, cotton and sugar in due course. Optimize the variety structure and regional layout of bulk agricultural products such as grain, and improve the import storage system of grain, cotton, oil and sugar. 5. Improve food safety. Reform and improve the food safety supervision system, strengthen comprehensive coordination and linkage, implement the whole supervision responsibility from the field to the table, and accelerate the formation of a scientific and perfect food safety system in line with national conditions. Improve the traceability system of agricultural product quality and safety and food safety. Strengthen environmental monitoring of agricultural production process, strictly manage the production, operation and use of agricultural inputs, and actively carry out prevention and control of agricultural non-point source pollution and livestock and poultry breeding pollution. Support the construction of food safety testing rooms (stations) in agricultural products wholesale markets, and subsidize the inspection and testing fees. Improve the grass-roots food safety work system, increase investment in the construction of regulatory agencies, and comprehensively improve the regulatory capacity and level.
Two, improve the agricultural support and protection system, and constantly increase the policy of strengthening agriculture, benefiting farmers and enriching farmers.
In order to meet the objective requirements of agriculture entering a period of high investment, high cost and high risk, we must strengthen the support and protection of agriculture more consciously and firmly. On the basis of stabilizing, perfecting and strengthening effective policies, we will focus on building a long-term mechanism for the steady growth of investment in agriculture, rural areas and farmers to ensure that the total amount continues to increase and the proportion steadily increases.
1. Increase agricultural subsidies. In accordance with the requirements of increasing the total amount, optimizing the stock, making good use of the increment and strengthening supervision, we will continuously strengthen the agricultural subsidy policy, improve the methods of interest compensation, cultivated land protection compensation and ecological compensation in the main producing areas, speed up the rational profit-making of agriculture, and gradually make the financial resources of the main producing areas reach the national or provincial average level. We will continue to increase the scale of agricultural subsidy funds, concentrate new subsidies on major producing areas and advantageous producing areas, and tilt towards new production and operation entities such as large professional households, family farms and farmers' cooperatives. We will implement the policy of direct subsidies for grain farmers and subsidies for improved varieties, expand the scale of subsidies for the purchase of agricultural machinery and tools, and promote the pilot project of replacing agricultural machinery with old ones. We will improve the dynamic adjustment mechanism of comprehensive agricultural subsidies and gradually expand the pilot scope of subsidies for large grain growers. We will continue to implement key technical subsidies for agricultural disaster prevention, mitigation, stable production and increase production, and subsidies for soil organic matter improvement, support the development of specialized unified prevention and control of crop pests and diseases, and start pilot subsidies for the use of low-toxic and low-residue pesticides and high-efficiency slow-release fertilizers. We will improve the support policies for animal husbandry production, support the development of beef cattle and mutton sheep, and implement the subsidies and tax relief policies for offshore fishing. Increase the incentive funds for grain (oil) producing counties, implement the incentive policy for transferring pigs out of large counties, and study and formulate the incentive policy for grain crop seed production in large counties. Increase financial investment in comprehensive agricultural development. Modern agricultural production development funds mainly support the accelerated development of grain and local advantageous industries.
2. Improve rural financial services. Strengthen the state's support and guidance for the reform and development of rural finance, effectively increase commercial finance to support agriculture, give full play to the role of policy finance and cooperative finance, and ensure the sustained growth of agricultural credit. Innovate financial products and services, give priority to meeting farmers' credit needs, and increase credit support for new production and business entities. Strengthen the effective cooperation between fiscal and taxation leverage and financial policies, and implement policies such as incremental incentives for agricultural loans of county financial institutions, targeted cost subsidies for rural financial institutions, tax incentives for farmers' loans, and interest subsidies for small secured loans. Stabilize the legal person status of county (city) rural credit cooperatives and continue to deepen the reform of rural credit cooperatives. Explore the new mode of Agricultural Bank to serve agriculture, countryside and farmers, strengthen the policy function orientation of Agricultural Development Bank, and encourage China Development Bank to promote modern agriculture and new rural construction. Support social capital to participate in setting up new rural financial institutions. Improve rural payment service conditions and smooth payment and settlement channels. Strengthen cooperation between agricultural credit and insurance, innovate mortgage (pledge) guarantee methods and financing tools that meet rural characteristics, and establish a multi-level and multi-form agricultural credit guarantee system. Expand the scale of forest right mortgage loan and improve the discount policy of forestry loan. Improve the policy-based agricultural insurance system, improve the agricultural insurance premium subsidy policy, increase agricultural insurance premium subsidies to the central and western regions and production counties, and appropriately increase the proportion of premium subsidies for some types of insurance. Piloting premium subsidies for crop seed production, fishery, agricultural machinery, farm house insurance and forest insurance in key state-owned forest areas. Promote the establishment of financial support for agricultural insurance catastrophe risk dispersion mechanism. Support qualified leading enterprises in agricultural industrialization and various agriculture-related enterprises to raise development funds through multi-level capital markets.
3. Encourage social capital to invest in new rural construction. All walks of life should take the initiative to tilt towards the countryside when formulating development plans, arranging projects and increasing investment. Guide state-owned enterprises to participate in and support agricultural and rural development. Encourage enterprises and social organizations to set up medical and health care, education and training, social welfare, social services, culture, tourism, sports and other undertakings in rural areas by means of investment and financing, donations, talents and technical support, and enjoy tax incentives and subsidies for management and maintenance fees in accordance with regulations. Implement the pre-income tax deduction policy for public welfare donations in rural public welfare projects. Encourage enterprises to build rural production and living infrastructure in various ways of investment.
Third, innovate the agricultural production and management system and steadily improve the degree of farmers' organization.
The innovation of agricultural production and management organization is the core and foundation of promoting modern agricultural construction. It is necessary to respect and protect farmers' dominant position in production and operation, cultivate and expand new agricultural production and operation organizations, and fully stimulate the potential of rural production factors.
1. Stabilize rural land in contract relationship. Pay close attention to the study of the specific realization forms of the existing land contract relationship to remain stable and unchanged for a long time, and improve the relevant legal system. Adhere to the principle of voluntary compensation according to law, guide the orderly transfer of rural land contractual management rights, encourage and support the transfer of contracted land to large professional households, family farms and farmers' cooperatives, and develop various forms of moderate scale operation. Combined with farmland capital construction, farmers are encouraged to solve the fragmentation problem of contracted land by mutual benefit and exchange. Compulsory orders are not allowed for land transfer to ensure that farmers' rights and interests are not harmed, land use is not changed, and comprehensive agricultural production capacity is not destroyed. Explore the establishment of strict access and supervision system for industrial and commercial enterprises to lease farmers' contracted farmland (woodland and grassland). Standardize land transfer procedures, gradually improve the three-level service network of counties and villages, and strengthen information communication, policy consultation, contract signing, price evaluation and other transfer services. Strengthen the construction of mediation and arbitration system for rural land contract management disputes. Deepen the reform of the management system of state-owned farms and expand the pilot reform of social functions of state-owned farms. Steadily promote the demonstration pilot of comprehensive rural reform.
2. Strive to improve farmers' intensive management level. In accordance with the development requirements of scale, specialization and standardization, guide farmers to adopt advanced and applicable technologies and modern production factors, and accelerate the transformation of agricultural production and management methods. Create a good policy and legal environment, and adopt various measures such as incentives and subsidies to support family joint operations, large professional households and family farms. Vigorously cultivate new farmers and rural practical talents, focusing on strengthening agricultural vocational education and vocational training. Make full use of all kinds of training resources, increase the training of large professional households and family farm operators, and improve their production skills and management level. Formulate special plans to give subsidies and loan support to qualified graduates of secondary and higher schools, retired military personnel and returning migrant workers for agricultural entrepreneurship.
3. Vigorously support the development of various forms of new farmers' cooperative organizations. Farmers' cooperative is the basic subject to drive farmers into the market, a new subject to develop rural collective economy and an effective carrier to innovate rural social management. In accordance with the requirements of active development, gradual standardization, strengthening support and improving quality, we will intensify efforts to accelerate the development of farmers' cooperatives and effectively improve their leading and driving ability and market competitiveness. Encourage farmers to set up diversified and multi-type cooperatives such as professional cooperation and stock cooperation. Subsidies will be given to demonstration institutions to build storage and logistics facilities for fresh agricultural products and establish agricultural product processing industries. On the basis of credit evaluation, joint credit will be given to demonstration cooperatives, and loans will be discounted where conditions permit, so as to standardize credit cooperation of cooperatives. We will improve the preferential tax policies for cooperatives, include cooperatives as separate taxpayers in national economic statistics and tax registration, and do a good job in collecting cooperative invoices. Innovate insurance products and services suitable for the production and operation characteristics of cooperatives. Establish a talent pool and training base for cooperative leaders, conduct extensive training for cooperative leaders, managers and counselors, and guide college graduates to work in cooperatives. Implement the policy of agricultural land for facilities, and manage the land for cooperative production facilities and affiliated facilities according to agricultural land. Guide farmers' cooperatives to cooperate and unite with products and industries as a link, and actively explore measures for the registration and management of cooperative associations. Pay close attention to the study and revision of the law on farmers' professional cooperatives.
4. Cultivate and expand leading enterprises. Support leading enterprises to form large enterprise groups through merger, reorganization, acquisition and holding. Establish a demonstration base for agricultural industrialization and promote the development of leading enterprise clusters. Promote leading enterprises to establish a close interest linkage mechanism with farmers, and adopt the methods of guaranteed purchase, share dividend and profit return, so that farmers can share more processing and sales income. Encourage and guide urban industrial and commercial capital to develop breeding industry suitable for enterprise management in rural areas. Increase funds to support agricultural industrialization, support leading enterprises to build raw material bases, save energy and reduce emissions, and cultivate brands. Gradually expand the scope of pilot industries for the verification and deduction of input VAT for agricultural products processing. Appropriately expand the pilot scope of subsidies for primary processing of agricultural products.
Fourth, build a new mechanism of agricultural socialized service, and vigorously cultivate and develop diversified service subjects.
To build modern agriculture with China characteristics, we must establish a perfect agricultural socialized service system. It is necessary to adhere to the direction of diversification of subjects, specialization of services and marketization of operations, give full play to the role of public service organizations, and accelerate the construction of a new agricultural socialized service system that combines public welfare services with operational services and coordinates special services with comprehensive services.
1. Strengthen the agricultural public service system. Continuously improve the service capabilities of public service institutions such as township or regional agricultural technology extension, animal and plant disease prevention and control, and agricultural product quality supervision. We will continue to implement the reform and construction projects of grass-roots agricultural technology extension system, and establish an incentive mechanism linking subsidy funds with service performance. We will continue to implement the construction project of qualified agricultural technology extension institutions and constantly improve the extension conditions. Support institutions of higher learning, vocational colleges and scientific research institutes to promote agricultural technology for rural areas by building new rural development research institutes and agricultural comprehensive service demonstration bases. Strengthen the construction of township or small watershed water conservancy, grass-roots forestry public service institutions and drought relief service organizations, and flood control mobile rescue teams. Give full play to the important role of supply and marketing cooperatives in agricultural socialization service. Accelerate the construction of rural meteorological information service and weather modification work system and capacity, and improve agricultural meteorological service and rural meteorological disaster prevention level.
2. Cultivate agricultural management service organizations. Support farmers' cooperatives, professional service companies, professional technical associations, farmers' water cooperation organizations, farmers' brokers and agriculture-related enterprises to provide low-cost, convenient and all-round services for agricultural production and operation, and play the role of a new force in business service organizations. Take government orders, directional entrustment, incentives and subsidies, bidding and other ways to guide business service organizations to participate in public welfare services, and vigorously carry out production services such as unified prevention and control of pests and diseases, prevention and control of animal diseases, irrigation and drainage of farmland, and recycling of plastic film mulching. Promote the rural science and technology entrepreneurship action of science and technology commissioners. Cultivate agricultural intermediary service organizations such as accounting audit, asset evaluation and policy and legal consultation. Business tax shall be exempted for qualified agricultural business services.
3. Innovative service methods and means. Encourage the construction of a comprehensive platform for regional agricultural socialization services. Develop service modes such as expert compound, courtyard and county * * * building, rural science and technology service supermarket, crop hospital, professional service company plus cooperatives plus farmers, agriculture-related enterprises plus experts plus farmers, and actively promote the combination of technology and materials, technology contracting, and whole-process custody services, and promote the application of advanced agricultural technology to households. Establish a demonstration county for agricultural socialization service. Integrating resources to build rural comprehensive service institutions and service centers. Accelerate the use of information technology to promote the construction of modern agriculture, start the second phase of the Jinnong project, and promote the construction of the national rural informatization pilot province. The development of agricultural information services, focusing on the development of information collection, precision operation, remote digitalization and visualization in rural areas, meteorological forecasting, disaster early warning and other technologies.
Five, reform the rural collective property rights system, and effectively protect the property rights of farmers.
Establishing a rural collective property right system with clear ownership, complete power, smooth circulation and strict protection is an inherent requirement to stimulate the vitality of agricultural and rural development. Improve the management system of funds, assets and resources of rural collective economic organizations, and protect farmers' land contractual management rights, homestead use rights and collective income distribution rights according to law.
1. comprehensively carry out the registration and certification of rural land ownership. Improve the registration system of rural land contractual management rights, and strengthen the property rights protection of rural cultivated land, forest land and other types of land contractual management rights. It will take five years to basically complete the registration and certification of rural land contractual management rights, and properly solve the problems of inaccurate and unclear contracted land area of farmers. Accelerate the cadastral survey of rural collective land ownership and construction land use right, including rural homestead, and complete the registration and certification of ownership as soon as possible. The funds for the registration and certification of rural land ownership are included in the local fiscal budget, and the central government gives subsidies. Party committees and governments at all levels should attach great importance to it, and relevant departments should cooperate closely to ensure the timely completion of the registration and certification of rural land ownership. Deepen the reform of collective forest right system, and improve the issuance rate and household rate of forest right certificates. Promote the pilot reform of state-owned forest farms and explore the reform of state-owned forest areas. Accelerate the work of grassland contracting in pastoral areas, and start the pilot project of registration and certification of grassland contractual management rights in pastoral areas.
2. Accelerate the reform of land acquisition system. Expropriation of land collectively owned by farmers according to law should increase the distribution ratio of farmers in land value-added income, and ensure the improvement of living standards and long-term livelihood of landless farmers. Accelerate the revision of the land management law and introduce the regulations on expropriation and compensation of land collectively owned by farmers as soon as possible. Improve the compensation methods for land acquisition, reasonably determine the compensation standards, strictly implement the land acquisition procedures, and restrain the land acquisition behavior. If the compensation funds are not implemented, the land acquisition shall not be approved and implemented. Reform and improve the rural homestead system, strengthen management, and protect farmers' right to use homestead according to law. We will promote the comprehensive improvement of rural land in accordance with the law, and strictly regulate the pilot project of linking the increase and decrease of urban and rural construction land and the transfer of collectively operated construction land. Rural collective non-operating construction land shall not enter the market.
3. Strengthen the management of rural collective "foreign capital". Explore various effective forms of collective economy according to local conditions and continuously expand the strength of collective economy. With assets verification, asset quantification and equity management as the main contents, we will accelerate the institutionalization, standardization and informatization of rural collective "three-capital" management.
