At the same time, the two departments issued defense requirements, immediately notified the heads of towns and villages in the mountain flood danger zone, immediately implemented the responsibilities of relevant personnel, paid close attention to weather forecast, rainfall level and danger zone forecast, and insisted that grass-roots governments and relevant departments organize personnel transfer when rainfall and water level indicators reached the early warning threshold.

Strengthen flood risk monitoring in mountainous areas, strengthen monitoring and early warning, start emergency plans in time, transfer threatened people in time according to the requirements of the Regulations on Monitoring and Early Warning of Mountain Torrents in Sichuan Province, strengthen the safety management of transfer routes and resettlement areas, and organize special meetings and arrangements for mountain torrents.

When the flood comes, flood control workers need to carry mobile monitoring instruments to keep abreast of rainfall, floods and other conditions, collect on-site images and data in real time and upload them to the flood control headquarters to provide support for emergency command. Corresponding emergency measures should be taken in areas affected by earthquakes and areas with rapid droughts and floods.
