Provisions on the Use and Management of Inspection-free Pass

Article 1 In order to strengthen the management of inspection-free passes for motor vehicles (hereinafter referred to as cash trucks) that transport financial inspection-free goods by financial institutions and banknote printing and minting enterprises, and ensure the safe passage of cash trucks on the roads, this Regulation is formulated.

Article 2 The types of goods exempted from financial inspection transported by cash trucks are (1) cash; (2) Gold and silver; (3) Securities: stocks, bonds and certificates of deposit with prizes; (4) Important bank vouchers: credit cards, promissory notes, drafts, checks, interbank vouchers and bond receipts; (5) Important seal instruments of the bank: RMB printing plates, stamps, number presses, steel seals, special seals for inter-bank accounts, special seals for tickets and inter-bank accounts; (6) banknote paper.

Article 4 The 121 Inspection-free Pass is only used by cash-carrying vehicles (including escort vehicles, the same below) of banks, insurance and other financial institutions and banknote printing and minting enterprises. An armored car shall have a license for each car, and the license shall be marked with the vehicle number plate.

if the transport vehicle needs to be temporarily replaced due to special reasons such as vehicle failure, it must be approved by the economic security department of the local public security organ at or above the county level, and the security department of the unit where it belongs shall issue relevant certificates before the replacement vehicle can use this card.

article 5 121 inspection-free passes are divided into two types: national general inspection-free passes and regional inspection-free passes.

cash-carrying vehicles transported across provinces, autonomous regions and municipalities directly under the central government use the national general inspection-free pass, which takes effect with the official seals of the public security departments and bureaus of the provinces, autonomous regions and municipalities directly under the central government.

cash trucks transported within the administrative areas of provinces, autonomous regions and municipalities directly under the central government use the regional inspection-free pass, which takes effect with the official seals of the public security departments, economic security departments and traffic management departments of the provinces, autonomous regions and municipalities directly under the central government.

121 Inspection-free pass is issued by the Ministry of Public Security and is valid for one year.

article 6 when handling the 121 inspection-free pass, the people's bank of China, specialized banks, commercial banks, policy banks, branches (companies) of insurance companies in all provinces, autonomous regions and municipalities directly under the central government, and the security departments of banknote printing and minting enterprises in various places affiliated to China banknote printing and minting corporation shall submit a written application to the local public security department and the bureau's economic security department according to the transportation tasks and the actual number of special banknote transport vehicles. The national general inspection-free pass shall be audited by the public security department, the economic security department and the traffic management department of the bureau, and shall be issued by the economic security department after being approved by the leaders of the public security department and the bureau; The regional inspection-free pass shall be audited by the public security department, the bureau's economic security and traffic management department, and issued by the economic security department.

when the branches of the bank of communications in all provinces, autonomous regions and municipalities directly under the central government apply for the 121 inspection-free pass, the head office of the bank of communications may designate a branch in all provinces, autonomous regions and municipalities directly under the central government to be responsible for the application for certificates of the bank of communications system in this province, autonomous region and municipality directly under the central government.

The head offices (companies) of China People's Bank, specialized banks, commercial banks, policy banks and insurance companies, and China Banknote Printing and Minting Corporation apply for the 121 inspection-free pass certificate, and the unit security department submits a written application to the Economic Security Bureau of the Ministry of Public Security. After examination and approval, it will be filled out and issued by the local public security department and the economic security department of the bureau in accordance with the principle of territorial management.

article 7 the security department of the user unit shall be responsible for the daily management of the 121 inspection-free pass, designate a special person to keep it, establish a use registration system, sign it by the competent leader of the unit when it is used, and return it in time after use. In the event of loss or theft, it is necessary to report to the issuing authority in time according to the bidding route and apply for a replacement.

when the validity period of the inspection-free pass expires, the security department of the original applicant shall hand it over to the economic security department of the issuing public security organ for a new one.

article 8 cash trucks with the 121 inspection-free pass are not allowed to take personnel who do not perform transportation tasks, and it is strictly forbidden to transport or entrain articles other than those specified in article 2.

article 9 when transporting the articles listed in article 2 of these provisions, the cash truck shall place the 121 inspection-free pass in a prominent position in the lower right corner of the front windshield of the automobile. During transportation, drivers and escorts should strictly abide by traffic laws and regulations, drive politely, and consciously obey the traffic police's command. When the traffic police and patrol officers on duty check their documents, they should take the initiative to show their 121 inspection-free passes and relevant documents.

Article 1 An armored vehicle with a 121 inspection-free pass shall carry out transportation tasks within the valid area of the certificate. When passing through ferries and bridges, priority can be given to transition and passage; Where an armored car carrying out trans-regional transportation tasks passes through a forbidden or restricted route, the local public security traffic management department shall give it convenient access; Where an armored car carrying out daily transportation tasks in the city needs to be banned or restricted, the unit to which the vehicle belongs shall negotiate with the local public security traffic management department, which shall provide convenience for the driving route, time and parking place of the armored car.

article 11 the duty officers of the traffic management, public security, patrol and other departments of the public security organ shall, in the course of duty, release the cash truck and the articles it carries without inspection and assist in the safety work.

Article 12 With the inspection certificate jointly issued by the economic security department of the public security organ at or above the province, autonomous region or municipality directly under the Central Government and the security department of the People's Bank of China, the cash-carrying vehicle with the 121 inspection-free pass, its articles and personnel can be inspected. When carrying out the inspection, it must be carried out by the authorized public security organs and the staff of the financial department under the condition of ensuring safety. No other unit or individual has the right to check.

Article 13 In case of a traffic violation or minor traffic accident on the way of carrying out the transportation task, the traffic police on duty can register or make necessary disposal on the spot before releasing it, and then handle it according to the regulations after completing the transportation task; In the event of a general traffic accident and the vehicle cannot leave the scene, the police on duty shall assist the escort personnel to take corresponding safety protection measures for the cash-carrying vehicle.

Article 14 The economic security and traffic management departments of public security organs at all levels shall supervise and inspect the use and management of the 121 inspection-free pass. Anyone who uses the 121 inspection-free pass in violation of these regulations, once found, will be given temporary withdrawal or cancellation of the certificate as appropriate, and the responsibility of the responsible person will be investigated.

article 15 shall commend or reward the personnel who have made outstanding contributions to the strict implementation of these provisions and the protection of the safety of armored vehicles; Those who deliberately make things difficult and obstruct the cash truck from carrying out transportation tasks, if the circumstances are bad and cause serious consequences, shall be investigated and dealt with according to law.

Article 16 When postal savings and financial institutions such as securities companies and trust and investment companies established with the approval of the People's Bank of China transport the articles specified in Article 2, these provisions can be followed.

Article 17 The Ministry of Public Security and the competent department of China People's Bank shall be responsible for the interpretation of these Provisions.

article 18 these provisions shall come into force as of February 1, 1996. The existing inspection-free passes in various places shall be invalidated at the same time.
