Defending Swan City in Swan City

If you are a tourist who comes to Sanmenxia to see swans, the locals will always proudly recommend you to Swan Lake Scenic Area in the west of Sanmenxia, which is regarded as the best place to watch swans. Swan Lake is two connected artificial lakes with thousands of acres of water surface. Its original name was Qinglong Lake and Black Dragon Lake, and it was renamed after thousands of white swans wintered here for many years.

There, on the foggy lake, there are only fifty or sixty white swans playing in the water. On the shore not far from them, several anglers sat firmly on the Diaoyutai, birds and people went their separate ways.

In 2007, the water depth reached several meters, and beaches and wetlands were flooded. Swans can't find food, so naturally they don't want to come here for the winter. At that time, Li Shula suggested that the dam on the west side of Swan Lake should store water in spring, summer and autumn to create the blue beauty of the lake, but the water level should not be too deep, so that the unique habitat of wetland can exist, which can not only change the urban sewage, but also create suitable conditions for the white swan to overwinter.

Although Swan Lake was not completely transformed according to Li Shula's suggestion, Sanmenxia government built a new wetland in Swan Lake, which was just completed in June 5438+this year 10, and swans came one after another.

At present, the number of swans is not as good as that of thousands of swans strolling in the lake during the rush hour. Lao Zhang optimistically hopes that in the near future, the scene of thousands of swans will be reproduced to make Swan Lake worthy of its name. Liu Yin is worried that if humans get too close, swans will never come back. Someone has done a survey: on the Sanmenxia Dam of the Yellow River, a wetland park, two scenic spots of the Yellow River and Dinghu Bay, a dining hall of Acorn Garden, navigation of several rivers and large-scale afforestation have been built along the Yellow River beach and river channel 100 km.

An operator explained: This will better show the cultural diversity of the Yellow River and provide convenient bird watching measures for tourists. This seemingly kind-hearted approach, due to the excessive proximity of tourists, will make the habitat of migratory birds such as swans shrink rapidly.

Lv Shengtai, a retired cadre of an organ in Sanmenxia City, also made a special investigation and found that Swan Lake, Qilihe Bay in Shaanxi County, the river bend where Shanxi Pinglu Alumina Factory is located, the newly-built simple ferry near the upstream of Sanmenxia Dam and the banks of the entire Sanmenxia reservoir area were once the main habitats of white swans, but now white swans are rarely seen.

Lv Shengtai said that the departure of the white swan from the wintering ground mentioned above sounded the alarm for people. If these developments are not effectively controlled, it is hard to say what the White Swan will protest.

However, the number of white swans has greatly increased in other inaccessible sections of Sanmenxia reservoir area of the Yellow River where white swans rarely patronize.

As a manager, what Li Shula is most worried about is not the influx of tourists, but the large-scale afforestation along the Yellow River in Li Bai. Li Shula said that in the past, corn, soybeans and other crops were planted in these places, and a large granary was left for swans after harvest; Now, it is basically covered by trees. In the eyes of local villagers, planting crops is not subject to drought and flood, but planting trees is simple and convenient, and there is a broader "Qian Jing".

It is a fact that thousands of swans once flew over the water at the bridgehead of Zhangjiawan in Shaanxi, one of the swan gathering areas. A few years ago, all the wetlands were planted with fast-growing and high-yield forests, but now no swans can stay here.

Experts found that crops were planted on the original big beach, and a large number of crop seeds scattered after harvesting were good bait for the white swan. Now there are fast-growing poplar forests everywhere, and the bait for swans is greatly reduced. In addition, the dense forest affects the vision of the white swan and leads to its psychological insecurity. These operations or replanting behaviors have not been recognized and approved by the reserve. In this way, not only will it be difficult to see swans in the suburbs of Sanmenxia, but the precious wetland biodiversity will gradually disappear, and the function of wetland to alleviate environmental pollution will soon cease to exist.

Sanmenxia Yellow River Wetland is managed by village collective organizations within its jurisdiction. Local village collective organizations and ordinary people have the final say, planting crops, operating commercial forests, economic forests, digging fish ponds, lotus ponds, building tourist attractions, building restaurants and so on.

This also reflects the embarrassment of the Yellow River wetland protection: although the Yellow River Wetland Management Office is responsible for the management of the jurisdiction, it has no management authority.

The management of Sanmenxia Yellow River Wetland must realize the management mode of one area and one law, and give the management department a clear scope of responsibilities. The land in the Yellow River Wetland Nature Reserve should be managed by the management office, and all affairs in the wetland reserve must be implemented under the unified coordination of the government, with the consent of the reserve and the approval of the competent department. In particular, engaging in production and business activities in the wetland reserve, without permission, the reserve has the right to deal with it in accordance with relevant laws and regulations. "Li Shula said that this is the fundamental way to solve the problem. In the eyes of Sanmenxia people, the white swan that comes as scheduled every year is the city card of Sanmenxia, and protection has become a national movement.

Zheng is a policeman in the lakeside area of Sanmenxia. His daily job is to patrol along the 20-kilometer-long Yellow River. There are many items in the notebook he carries with him, such as the weather, the number of animals such as swans, and whether there are traces of human destruction.

On the Yellow River beach not far from Zheng, a dozen old people, carrying soybeans and corn, were scattered in the place where the white swan was active. Mrs. Li said that they are retired workers in Sanmenxia City, and they go to the Yellow River to feed swans every year, which is a fixed activity of the old ladies in their courtyard.

It's not obvious yet. When the river freezes, there is an endless stream of people scattering food along the river.

In recent years, the Sanmenxia Municipal Government has invested 1. 1 billion yuan to build Qinglong Dam and Heilongba in the experimental area of wetland reserve, with an additional wetland area of more than 7,000 mu, and 10 protected sites and 15 fixed observation plots for white swan, wetland vegetation and wetland heron.

The government has also set up a special fund to ensure the "rations" of the White Swan in winter. After the river freezes, the Police Flying Brigade will regularly scatter food to areas that the white swan cannot reach manually.

It is the expectation of the local government and people to create a home for swans to live and work in peace and contentment, attract more swans and create a scene where people and birds live in harmony.
