At the end of the year, there were 997,000 beds in various social welfare homes nationwide, and 767,000 people were adopted. 40.28 million urban and rural social relief recipients received state relief. 33.2% of the townships in China have established rural social security networks, and urban social service networks have also developed greatly, with community service facilities104,000.

The development of environmental protection was accelerated. By the end of the year, there were 88,000 people in the national environmental protection system, 2 184 environmental monitoring stations at all levels and 34,000 environmental monitoring personnel.
