Provisions of Guangzhou Municipality on Meteorological Disaster Prevention

Article 1 In order to strengthen the prevention of meteorological disasters, avoid and reduce the losses caused by meteorological disasters, and ensure the safety of life and property of cities and people, these Provisions are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations on the Prevention of Meteorological Disasters, the Regulations on the Prevention of Meteorological Disasters of Guangdong Province and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to meteorological disaster prevention activities within the administrative area of this Municipality.

The meteorological disasters mentioned in these Provisions refer to disasters caused by typhoons, strong winds, tornadoes, heavy rains, high temperatures, droughts, lightning, fog, haze, low temperatures, road icing and hail. Article 3 The municipal and district people's governments shall strengthen their leadership over meteorological disaster prevention, establish and improve the coordination mechanism for meteorological disaster prevention, incorporate meteorological disaster prevention into the national economic and social development plan at the corresponding level, and incorporate meteorological disaster prevention funds into the fiscal budget at the corresponding level.

The Town People's Government and the sub-district offices shall assist the competent meteorological departments and the administrative departments responsible for emergency management to carry out meteorological disaster prevention knowledge propaganda, information transmission, emergency contact, emergency response, disaster report and disaster investigation.

The residents' committees and villagers' committees shall, under the guidance of the competent meteorological departments and relevant administrative departments, do a good job in meteorological disaster prevention work such as propaganda of meteorological disaster prevention knowledge and meteorological disaster emergency drills. Article 4 The municipal competent meteorological department shall be responsible for the monitoring, forecasting, early warning and meteorological disaster prevention and guidance within the administrative area of this Municipality, and organize the implementation of these Provisions.

The competent meteorological departments in the district shall be responsible for the monitoring, forecasting, early warning and meteorological disaster prevention and guidance within their respective administrative areas. If the competent meteorological department is not established, the district people's government shall designate specific functional departments to be responsible for the prevention of meteorological disasters in this administrative region.

The administrative departments of development and reform, education, civil affairs, human resources and social security, planning, natural resources, ocean, ecological environment, housing, urban and rural construction, transportation, water affairs, fisheries, agriculture and rural areas, forestry, gardens, health, emergency management, public security, urban management and comprehensive law enforcement, culture, radio, film and television tourism, maritime affairs, port services, industry and informatization shall follow these provisions. Article 5 The municipal and district people's governments shall incorporate meteorological disaster prevention, lightning protection and disaster reduction emergency response, linkage mechanism and early warning information release into the assessment of the municipal and district safety production responsibility system, and inform the assessment results.

The District People's Government shall, through the establishment of a comprehensive disaster reduction demonstration community and evaluation mechanism, enhance the community's disaster prevention, mitigation and relief capabilities. Article 6 The municipal and district people's governments shall organize competent meteorological departments, development and reform, industry and informatization, education, public security, civil affairs, human resources and social security, planning, natural resources, oceans, ecological environment, housing, urban and rural construction, urban management and comprehensive law enforcement, transportation, water affairs, agriculture and rural areas, forestry, gardens, health, culture, radio and television tourism, fisheries and maritime affairs.

The competent meteorological department shall open the meteorological information data interface according to law, and integrate, exchange and share meteorological information through the government information sharing platform. The departments and units specified in the preceding paragraph shall provide timely information on meteorological disasters such as floods and droughts, urban and rural waterlogging, environmental pollution, geological disasters, traffic monitoring, agricultural disasters, forest fire risks, power grid failures, and atmospheric, hydrological, environmental, ecological and marine monitoring information and other basic information. Seventh competent meteorological departments should regularly carry out meteorological disaster prevention knowledge propaganda in schools, communities and key units of meteorological disaster prevention; Use World Meteorological Day, National Disaster Prevention and Mitigation Day, Science and Technology Week, Safety Production Month and other activities to publicize and popularize meteorological disaster prevention knowledge to the society and improve public awareness and ability of meteorological disaster prevention.

The administrative department of education shall incorporate meteorological disaster prevention knowledge into the training materials for students; Supervise and urge schools to carry out meteorological disaster prevention knowledge education, and improve students' emergency ability to avoid risks, avoid disasters, and save themselves and each other.

The administrative department in charge of urban and rural construction shall urge the construction unit to incorporate the knowledge of meteorological disaster prevention into the safety training of workers on the construction site, and incorporate meteorological disaster prevention into daily management and emergency drills.

The administrative department in charge of emergency management shall incorporate the knowledge of meteorological disaster prevention into the propaganda content of community residents' disaster prevention and mitigation, and incorporate meteorological disasters into the content of emergency rescue drills. Article 8 The competent meteorological department shall, jointly with the planning administrative department, formulate a special plan for environmental protection of meteorological facilities and meteorological observation, which shall be implemented after being approved by the people's government at the corresponding level and incorporated into urban and rural planning according to law. After the special plan for meteorological facilities and meteorological observation environmental protection is approved and published, if it is really necessary to change due to changes in circumstances, the approval procedures shall be handled in accordance with the original examination and approval procedures.

The competent meteorological department shall, in accordance with the relevant quality standards and technical requirements, equip meteorological facilities, set up necessary protective devices, establish a safety management system, and set up protective signs in a prominent position near meteorological facilities to indicate the protection requirements.
