Why can't European weather forecasting software be used abroad?

Foreign weather software mostly relies on foreign meteorological data and services, and needs to be able to access foreign servers and data sources normally to provide accurate weather forecasts. Due to domestic network censorship and policy restrictions, these softwares can't connect with foreign servers and data sources, so they can't provide services normally. It can be downloaded and used in the application market in China, but these applications may not support Chinese, and they do not provide city data of China.
