First, regarding the number of days and charging standards for overdue storage fees, it is mainly informed by various substamps.
Different post offices have different charging standards at different times. In order to avoid overdue fees for parcels, the delivery office will usually stamp a responsibility stamp on the parcel notification form. The main content of the stamp is: Tell the customer how many days the package can be kept for free at the post office, how many days the package will be charged, how to charge it, etc. Because the sub-stamps are carved by each bureau themselves, the contents are diverse, and the stamps are of different sizes, colors, and shapes, which is very rich. The following are some stamps from various places after 1990.
1. "Charge for overdue storage for three days", 55mm×10mm (Figure 1). No bureau name, no idea how to charge.
2. "Limited to come to the bureau within seven days to collect, overdue fees will be charged according to regulations", 50mm × 15mm (Picture 2). No bureau name, no idea how to charge.
3. "Please go to the Bell Tower Branch to collect it. One yuan will be charged every day for more than seven days.", 65mm×18mm (Picture 3).
4. "The storage fee will be 20 cents per day for more than five days and 50 cents per day for the tenth day", 60mm×20mm (Figure 4).
5. "The post office will keep the package to be collected free of charge for 5 days, and a daily storage fee of 0.50 yuan will be charged from the 6th day." 48mm × 20mm, with upper and lower boxes (Figure 5).
6. "Please go to the business hall of the Post and Telecommunications Building to collect city parcels that exceed 5 days. From 6 days onwards, a daily storage fee of 0.50 yuan will be charged." 42mm × 25mm (Figure 6).
7. "If you do not collect for more than three days, you will be charged a daily storage fee of 70 cents from the fourth day and 70 cents from the eighth day.", 55mm × 20mm (Figure 7).
8. "Please bring your ID card to the Chuiyangliu Post and Telecommunications Bureau to collect it. A storage fee of 1.5 yuan will be charged per day for more than two days.", 52mm×24mm (Picture 8).
9. "Please quickly pick up the parcels that have been shipped over seven days, and the commercial parcels that have been shipped over four days will be charged a storage fee of 0.50 yuan and 1.50 yuan per piece per day at the Yongding Road Post and Telecommunications Office", 75mm × 16mm (Figure 9).
10. "As soon as you receive it, go to the post office to collect it. If you do not collect it for more than three days, a storage fee of 0.20 yuan per item per day will be charged from the fourth day, and 0.50 yuan per item per day from the eighth day. 11. "The overdue storage fee for parcels is 4-2 cents per day for 7 days and 50 cents per day for 7 days." The word "parcel" is a typo, 30mm × 25mm (Figure 11).

2. How to collect overdue storage fees.
1. Attach stamps of equal value
After calculating the overdue storage fee charged according to regulations, determine the amount and then affix stamps of equal value and cancel it with a date stamp, as shown in (Figure twelve). The parcel slip notified the recipient on March 17, 2000, and the recipient came to pick it up on March 27, 2000. It was eleven days. According to the subsample, "from the fourth day onwards, a storage fee of 0.20 per item will be charged per day. 0.50 yuan per item per day starting from the eighth day." There is a salesperson's calculation example on the document, which is concise and clear. It is concluded that the overdue storage fee for the package should be 2.80 yuan, which meets the regulations.
2. Handwritten amount
It is illegal to indicate the amount of overdue storage fees in handwriting without affixing stamps of equivalent value, such as (Picture 13, Pointed by hand-drawn arrows, the same below). The parcel was notified to the recipient on January 27, 1990. The recipient came to pick it up on January 31, 1990. It took one to five days, of which three days were free and two days were overdue. 0.40 yuan should be charged. The calculation was correct, but the equivalent value was not posted. stamp.
3. Attach a specially printed voucher
The Post Office of Nanjing, Jiangsu Province specially prints a voucher for the overdue storage fee, which is equivalent to the amount of the stamp. It is affixed to the package slip and canceled. This is also illegal, but this practice is rare (Figure 14).
3. Overcharge or undercharge of overdue storage fees.
In actual operating procedures, when calculating overdue storage fees, it is inevitable that there will be calculation errors, and there will also be times when the calculation is correct, but more or less stamps are affixed by mistake, which will result in overcharges. Or the phenomenon of underpayment.
1. The phenomenon of undercharging overdue storage fees (Figure 15).
This parcel was notified to the recipient on March 24, 1990, and the recipient picked it up on April 1, 1990. The period from notification to pick up was 9 days, of which three days were free, and 4 to 7 days 0.20 yuan per day is 0.80 yuan, 0.50 yuan per day for 8 to 9 days is 1 yuan, a total of 1.80 yuan. The order only has a stamp of 1.40 yuan, which is 0.40 yuan less, and the salesperson is also checking the receipt. Handwritten instructions are given. It seems that the salesperson is still very serious.
2. The phenomenon of overcharging overdue storage fees (Figure 16).
In the storage fee column of this document, the salesperson wrote 2.30 yuan, but affixed a stamp of 3.30 yuan. It was obviously an extra yuan of 1 yuan. It may be that the salesperson affixed an extra 1 yuan stamp. .
Four. Overdue storage fees for special treatment.
The post office will also take some special measures to deal with different situations that may occur. If it is found to be the responsibility of the post office, the storage fee should be waived. For parcels that are redirected or returned, overdue fees during the period of custody of the original delivery office will not be charged. We can see some clues from the following documents. .
1. The salesperson hand-written and stamped with a private seal: "If the mail arrives in heavy fog, it will be delivered to the user no later than November 3rd, and the storage fee will be waived." This means that the delivery of the package was delayed due to weather conditions. Time is the overdue date caused by the post office (Figure 17).
2. The salesperson hand-wrote and stamped with a private seal: "Because the recipient is away on holidays and someone else collects the package, overdue fees are waived." This means that the recipient has encountered special circumstances and the post office has also made special arrangements. processing (Figure 18).
3. The returned package is exempt from storage fees. It was sent to Jiangdu, Jiangsu, Jintan, Jiangsu on March 24, 2001, to Jintan, Jiangsu on March 29, 2001, returned to Jiangdu from Jintan on March 30, 2001, and returned to the sender on April 5, 2001.
