According to General Liu Huaqing's recollection, after the investigation by the special team of Chinese Academy of Sciences, the investigation team and the State Seismological Bureau jointly put forward a report on the failure to predict the Tangshan earthquake on February 25th, 977. The conclusion of the report is: "The failure to predict the Tangshan earthquake is the evil result of the interference and destruction of the counter-revolutionary line of the Gang of Four."

The report reads: In July, the leadership of the Seismological Bureau did not study an earthquake. In early July, 6 earthquake stations and 8 mass monitoring stations put forward different degrees of pre-earthquake warning. On July 26th, the Beijing Earthquake Team was dispatched urgently. After consulting with the comrades in the analysis and prediction room, it is considered that the omen before the earthquake is serious and it is required to report to the bureau leaders.

On the morning of July 27th, the deputy director of the Seismological Bureau and the head of the Beijing-Tianjin-Tangshan-Bohai-Zhangjiakou Regional Cooperation Group said impatiently when listening to the report: "There are many things in the courtyard at present, so let's have a meeting next week!"
