Measures for the administration of weather modification in Guangxi Zhuang Autonomous Region

Article 1 In order to strengthen the management of weather modification, prevent and mitigate meteorological disasters, and scientifically develop and utilize cloud and water resources in the air, these Measures are formulated in accordance with the Regulations of the State Council on the Administration of Weather Modification and the actual situation of this autonomous region. Article 2 People's governments at or above the county level shall strengthen their leadership over weather modification work, establish and improve the command and coordination mechanism of weather modification work, and equip them with necessary personnel, equipment and facilities to ensure the smooth development of weather modification work. Article 3 The competent meteorological departments at or above the county level shall be responsible for the organization, implementation, guidance and management of weather modification within their respective administrative areas.

Development and reform, finance, public security, agriculture, forestry, water conservancy, land and resources, civil affairs, environmental protection, transportation, supervision and management of production safety, civil aviation, flight control, communications and other relevant units shall, according to their respective functions and duties, do a good job in weather modification. Article 4 The weather modification work carried out according to the weather modification work plan approved by the relevant people's government belongs to public welfare undertakings, and the required funds are included in the financial budget of the people's government at the corresponding level.

Under the premise of ensuring public welfare services for disaster prevention and mitigation, weather modification operation units can carry out paid weather modification special services according to users' needs. Article 5 Scientific and technological research on weather modification shall be encouraged, and advanced science and technology and research results shall be popularized and applied.

The competent meteorological departments shall organize and carry out research on weather modification in disaster prevention and mitigation, coping with climate change, protecting ecological environment, ensuring agricultural production safety and the development and utilization of cloud and water resources, and continuously improve the scientific operation level and service efficiency of weather modification. The identified weather modification operation site shall not be changed without authorization, and if it is really necessary to change it, it shall be re-determined in accordance with the provisions of the preceding paragraph. Article 8 People's governments at or above the county level shall strengthen the construction of infrastructure such as command bases and operating points for weather modification operations within their administrative areas.

People's governments at or above the county level and weather modification operation units shall, in accordance with the standards, organize the construction of special explosive equipment warehouses, special warehouses for operation equipment, duty rooms, lounges and operation launch platforms, equipped with communication facilities and safety protection facilities, and improve weather modification command systems, weather monitoring and early warning systems, communication systems, information processing and operation effect evaluation systems.

Township people's governments shall assist in the site selection, standardization construction and site maintenance of weather modification workplaces. Article 9 The people's governments at or above the county level shall coordinate the flight control departments and the competent meteorological departments to establish a system of direct airspace declaration and approval for weather modification operations, so as to improve the operational efficiency. Tenth units engaged in weather modification operations shall meet the following qualifications:

(1) Having the qualification of a legal person;

(2) Having anti-aircraft guns, rocket launchers, artificial rain bombs, rocket depots and other infrastructure, and meeting the mandatory national standards and relevant safety management regulations;

(3) Having business technical systems and equipment for receiving operation instructions, monitoring and analyzing operational meteorological conditions;

(4) Having a sound operational airspace declaration system, operational safety management system and operational equipment maintenance, transportation, storage and custody system;

(5) Other conditions stipulated by laws and regulations. Eleventh units applying for weather modification operations shall submit the following materials:

(1) A written application;

(2) Organization code certificate or business license and its copy;

(three) the basic situation of the operation commander and the operator;

(four) the manufacturer, product model and certificate of operation equipment;

(5) Relevant safety management systems. Twelfth units engaged in weather modification operations shall apply to the local competent meteorological department, and the local competent meteorological department shall conduct preliminary qualification examination within 7 days from the date of receiving the application, and report to the competent meteorological department of the autonomous region for examination.

The applicant may also apply directly to the competent meteorological department of the autonomous region. The competent meteorological department of the autonomous region shall complete the audit within 20 days from the date of accepting the application. To meet the qualification conditions, issue the qualification certificate of weather modification operation unit to the applicant; For those who do not meet the qualification conditions, explain the reasons in writing to the applicant. Thirteenth competent meteorological departments at or above the city level shall regularly organize business training and technical assessment of weather modification operators.

The list of personnel engaged in weather modification by using anti-aircraft guns and rocket launchers shall be copied by the local competent meteorological department to the local public security organ for the record. Article 14 The headquarters for weather modification at or above the county level shall formulate the annual work plan for weather modification and the work plan for weather modification in key farming hours, which shall be implemented after being submitted to the people's government at the corresponding level for approval. The competent meteorological departments at or above the county level shall, in accordance with the requirements of the approved work plan and work plan, organize and implement weather modification operations in the main grain and cash crop producing areas and hail disaster-prone areas.
