Traffic construction in the revitalization planning of Shaanxi-Gansu-Ningxia old revolutionary base areas

Accelerate the construction of transportation infrastructure, expand the scale of road network, improve the structure of road network, enhance the support capacity, and form a comprehensive transportation system. Speed up the construction of highway passages connecting the inside and outside of the area, improve the expressway network, open up the broken roads in and out of provincial roads, and improve the efficiency of road traffic. Strengthen the transformation of national and provincial trunk highways, build economic trunk highways and red tourist highways, and improve the level of highway network. Highway. Yan 'an-Huangling-Tongchuan, Dongshanpo-Maojiagou (Gansu-Ningxia boundary), Huixian (Shaanxi-Gansu boundary)-Tianshui, Lintao-Weiyuan-Wudu.

Ordinary trunk highways. Chief intersection-Ningxian-Zhengning-Zhengping (Shaanxi boundary)-Changqing Bridge of National Highway 309, Pengyang-Zhenyuan-Xiaojin, Xifeng-Heshui, Erligoukou-Shajingzi-Chelu-Jiaoxian, Zhengning-Diaolingguan, Yima-Wangwa-Yuanzhou section, shop tower. Xi 'an-Yumenkou Expressway and Xi 'an-Tongchuan Expressway connect, provincial highway 305 Haiyuan New District to Haiyuan Old County, Wuzhong to Taiyangshan, national highway 309 Xiji to Guojiagou section, national highway 2 10 Tongchuan old city to Xincheng section transit highway, provincial highway1kloc-0/Guyuan transit section, and provincial highway 203 plateau passes through Wangwa to Gaozhaiyuan and Guyuan. Focus on the construction of railway corridors connecting Xi, Yinchuan, Lanzhou, Baotou and central cities in the region, and start construction of a number of interregional trunk lines and coal transportation corridors. Strengthen the capacity expansion and transformation of existing lines, speed up the construction of double-track lines and improve the level of electrification. Transform and build a number of railway transportation hubs. Strengthen the research on the project of Shaanxi-Gansu-Ningxia Central China Passage, and speed up the preliminary work of railway construction projects running through the old district and the periphery. By 2020, the rational distribution of railway trunk lines and branch lines in the region will be realized, which will basically meet the railway transportation demand.

Column 6 Key Projects of Railway Construction

Trunk railway:

Newly built. Xi-Baoji-Lanzhou Passenger Dedicated Line, Yinchuan-Xi Railway.

Reconstruction and expansion. The Baotou-Xi 'an passage will be expanded and rebuilt, and the Baotou-Hohhot-Jining double-track will be electrified. The Xi-Xinyang, Xi-Ankang-Chongqing, Xi-Ankang-Wuhan, Baotou-Lanzhou railway Yinchuan-Lanzhou section and Baozhong railway will be built with two additional lines.

Branch railway:

Newly built. Xi An-Pingliang, Tianshui-Pingliang, Shenmu North-Dabaodang, Shenmu-Wadang East, Zhungeer-Shuozhou, Zhungeer-Shenmu and other resource channels.

Reconstruction and expansion. The second line of Gan Tang-Wuwei South Railway will be built.

Pre-research project:

Pingliang-Qingyang, Qingyang-Huangling, Tianshui-Hadapu, cheung tsing bridge-Qingyang (Xifeng), Pingliang-Huining-Baiyin and other intercity railways, such as Xi 'an-Yanliang-Fuping-Tongchuan. Strengthen the construction of water conservancy projects and improve the water supply guarantee capacity. Accelerate the renovation of irrigation and drainage pumping stations, build small and medium-sized water conservancy facilities according to local conditions, and support the construction of "five small water conservancy" water storage projects such as small puddles, small pools, small ponds, small pumping stations and small canals in hilly areas. Implement unified allocation of water resources to improve the carrying capacity of regional water resources. Accelerate the construction of rural drinking water safety and comprehensively solve the drinking water problem of unsafe population in rural areas. Actively promote the construction of centralized water supply projects, improve the penetration rate of tap water in rural areas, and develop urban-rural integrated water supply. Vigorously promote sewage treatment and reuse, and actively carry out the utilization of reclaimed water, rain and flood, mine water and brackish water. Strengthen the capacity building of artificial precipitation (snow) and hail suppression, and scientifically develop and utilize cloud and water resources in the air. Vigorously promote water price reform and comprehensive reform of agricultural water use, and promote the conservation, protection and rational development and utilization of water resources.

Box 7 Water Resources Development Project

Drinking water project. Urban and rural drinking water safety projects in Guyuan City and lingwu city City, Ningxia, drinking water projects for people and livestock in Guhai, and rural drinking water safety projects in Huan County, Gansu Province.

Reservoir project. Yan 'an Beiluohe South Goumen Reservoir and Xianyang Tingkou Reservoir.

Water transfer project. Construction of Taohe water diversion project in Gansu, water supply project in northern Huining, salt ring in Ningxia and water lifting project in Xingren. Orderly promote the preliminary work of the Yellow River Daquan diversion project in the northern Shaanxi energy and chemical base and the water supply project in Qingyang and Pingliang bases in Longdong energy base, and do a good job in scientific demonstration.

Artificial precipitation enhancement and hail suppression project. Construction of artificial hail suppression and early warning operation system in main apple producing areas, Yulin aircraft artificial precipitation enhancement base, Tongchuan cross-regional hail suppression and precipitation enhancement operation command center, Yinchuan and Guyuan artificial weather modification operation bases.
