Luohe is located in the middle, south, east, middle and Huaibei transition zone of Henan Province, where the Shahe River meets the Yellow River. The word "Shali" is synonymous with Luohe.

Luohe is located on the southwest edge of North China Plain, with Funiu Mountain in the west and plain in the east. It is the combination of the second and third steps of China Topography. The Cenozoic strata with a thickness of more than 1000 meters were deposited in the urban area, forming a relatively flat plain landscape. Due to the ups and downs of mountains in the west, the overall terrain of the city is high in the west and low in the east.

The absolute elevation of unloading on the west side is more than 100 meters, and the absolute elevation of Luohe city on the east side is about 57 meters, of which Wang Ganghe Sanjiadian in Linying County has the lowest absolute elevation, about 53 meters. The slope is between 1‰ and 4‰. Luohe City is located between Wuyanggang and Zhaolinggang, which is a part of the alluvial plain of Shalu River. The terrain is flat, and the absolute elevation of the ground is between 56 and 59 meters.

Cities are divided into two types of landforms: denuded residual mountains and alluvial plains. The denuded remnant mountains are distributed in the city port and Xiaocunpu in the southwest and the Shanxi side of Zhaoling in the northeast. It is the marginal part of Zhaoling Gang and Wuyang Gang. The ground elevation exceeds 60 meters. Among them, the remaining Chenggang and Xiaocunpu of Tanghe River were cut into two narrow strips, 2-3 meters higher than the eastern alluvial plain.
