First, the basic situation of geological environment monitoring institutions
There are 7 groundwater monitoring stations and 390 monitoring points in Gansu Province, including Lanzhou, Xifeng, Tianshui, Pingliang, Wuwei, Zhangye and Jiuquan, including 58 national monitoring points. Subordinate relationship of each substation: Lanzhou and Xifeng monitoring stations are affiliated to Gansu Geological Environment Monitoring Institute; Pingliang and Tianshui monitoring stations belong to the First Institute of Geology and Mineral Exploration of the Provincial Bureau of Geology and Mineral Resources; Wuwei and Zhangye monitoring stations are affiliated to the Hydrogeological Engineering Geological Exploration Institute of the Provincial Bureau of Geology and Mineral Resources; Jiuquan Monitoring Station belongs to the Fourth Institute of Geology and Mineral Exploration of the Provincial Bureau of Geology and Mineral Resources (see attached table). Geological environment monitoring institute only manages its business. Except all data of Lanzhou Station and Xifeng Station are directly under the jurisdiction, other substations only provide dynamic monitoring data, annual reports and hydrological information of national stations, and all kinds of original data and provincial station data are managed by the Geological Exploration Institute.

The monitoring of groundwater in the whole province is mainly concentrated in Hexi Corridor and Yellow River Basin, with a monitoring area of 15877.3km2, accounting for 3.50% of the total land and resources in the whole province. Among them, Jiuquan, Zhangye and Wuwei railway stations are regional monitoring stations, located in Beidahe, Heihe and Shiyang rivers, with control areas of 282.80km2, 8288km2 and 6380km2 respectively. Other stations are urban water source monitoring, with a small monitoring control area of ***926.5km2, including 400km2 in Lanzhou, 88.5km2 in Tianshui, 60km2 in Longxi, 67km2 in Pingliang and 3 1 1km2 in Xifeng. The monitoring methods of geological environment in Gansu province are relatively simple, mainly relying on manual field measurement. In 2008, the specific business of meteorological early warning and forecasting of geological disasters in Gansu Province is still undertaken by Lanzhou Central Meteorological Observatory and Gansu Geological Environment Monitoring Institute. The time is from May/KLOC-0 to September 30, and the key areas of meteorological forecast and early warning of geological disasters are Lanzhou, Longnan, Tianshui, Gannan, Linxia, Dingxi, Pingliang, Qingyang and Baiyin.
Early warning data transmission
Meteorological data and early warning products are mainly transmitted through 2M dedicated line. Early warning products are jointly released in the name of Gansu Meteorological Bureau and Gansu Provincial Department of Land and Resources, and released through various channels such as SMS, TV and Internet.
In terms of meteorological data transmission frequency, Lanzhou Central Meteorological Observatory transmits the precipitation forecast data of the whole province to the early warning center of Gansu Geological Environment Monitoring Institute through a 2M dedicated line every afternoon from 16: 00 to 17: 00 on days when there is no rain, light rain or moderate rain. In the days of rainstorm, heavy rainstorm, extremely heavy rainstorm and continuous rainy days, the data will be transmitted to the early warning center of the provincial geological environment monitoring institute at 9: 00 am-10: 00 and at17: 00 pm every day.
(B) Forecast and early warning process
1. Within half an hour after receiving the rainfall forecast data of Gansu Province in the next 24 hours and the actual rainfall data in the early stage sent by Lanzhou Central Meteorological Observatory, the forecasting group of the monitoring institute, based on the regional geological environment background, the development law of geological disasters and the map of geological disaster-prone areas in Gansu Province, combined with the forecast precipitation, precipitation area and accumulated precipitation value of the day, analyzed and judged the spatial scope and possibility of rainfall-induced geological disasters, and divided the forecast and early warning grades.
2. The prediction group of the monitoring institute will negotiate with the prediction and early warning research group of the monitoring institute to predict the early warning results, and finally determine the prediction scope and level.
3 forecast the scope and level of early warning, issued by the competent leadership of the hospital, and submitted to the competent department of the Provincial Department of land and resources for approval.
4. Send the forecast and early warning results to Lanzhou Central Meteorological Observatory through 2M dedicated line.
5. When making weather forecast programs, Lanzhou Central Meteorological Observatory will mainly release the weather forecast and early warning results of geological disasters through the 20: 00 weather forecast program of Gansu TV Station, and at the same time release them to the public through SMS, radio stations and the website of Gansu Meteorological Bureau.
6. Provincial Department of Land and Resources, released to the public through the website of Gansu Provincial Department of Land and Resources and Gansu Provincial Institute of Geological Environment Monitoring, and informed the Bureau of Land and Resources of the early warning area of the forecast and early warning results by telephone, SMS, fax and e-mail.
