The climate of Guoluo Tibetan Autonomous Prefecture has obvious characteristics of typical plateau continental climate, such as cold and hypoxia, low temperature, strong illumination and large temperature difference between day and night. The whole state has a high terrain, which is easily affected by the cold current in the north and northwest, with long sunshine time, heavy rainfall (snow), large evaporation and strong winds. The annual precipitation is 400-760mm, which is known as "rainy climate in the north and rainy in the south". Because of the influence of topography, Guoluo has formed three precipitation areas. The average annual precipitation of Banma and Jiuzhi in the humid southeast is 655.8-759.8 mm, and the annual precipitation days are about 175 days. Among them, jiuzhi county is the region with the most rainfall in Qinghai Province. In summer and autumn, it rains almost all day, and it will not clear up. In recent years, the country has implemented a major project of artificial precipitation enhancement at the source of the Yellow River, and there are also many raindrops in Song Zhiqing, the resident of jiuzhi county.

Due to the high sea level, the atmospheric content only accounts for about 60% of the mainland. There are no four seasons in a year, only the difference between cold and warm, which are usually called winter and summer respectively. Winter is long and cold, dry, windy and snowy; Summer is short, warm and cold at first sight, rainy and accompanied by snow and hail, and the natural conditions are extremely bad.

Guoluo was called Olo and Guoluoke in ancient times. Before liberation, Guoluo had been in a remote and isolated state of tribal division. There were more than 200 tribes, all ruled by hundreds of people with hereditary hukou, and the people lived in hunger and cold. Tibetan herdsmen all believe in Tibetan Buddhism, and religion permeates every aspect of politics, economy, culture, production and daily life. As a spirit, it dominates people's thoughts, speeches and actions. In the long historical years, because of the barrier of mountains and rivers and traffic jams, Guoluo was basically isolated from the outside world, which cast a hazy veil on this mysterious land and added a mysterious color. 1June, 952, the Northwest Military and Political Commission established the Guoluo Working Group; On August 4, the same year, the mission was stationed in Golo Mackey. Since then, Senecio has ushered in the dawn.
