Diary of People’s Situation in Poverty Alleviation in Townships (1)
In mid-August, although autumn has already begun, the weather is still extremely hot. Accompanied by Tang Chunguo, Deputy Secretary of the Party Committee of Dahukou Town, and Liu, the former Secretary of Yanqiao Village, two members of our staff drove back and forth on the streets of Anxiang County, just to connect with the various departments of the county government and implement the resident policies formulated at the beginning of the year as soon as possible. Village assistance and various poverty alleviation measures. At noon, we completed the department connection work plan in the county and returned to Tanzikou Village, preparing to continue sorting out poverty alleviation files in the afternoon.
But something unexpected happened. When entering the fourth, fifth, and sixth village groups, there was first an uphill slope, and then a sharp downhill slope. Because it was still a dirt road, it was narrow and full of weeds. , the vision was not clear, the car skidded slightly, and the left front wheel seemed to be in the air. I got out of the car and took a look. Only the left front wheel was in the air and the car could no longer move. At this time, villagers gathered around one after another. The villagers were already very familiar with the comrades of the work team. When they saw that it was the vehicle of the poverty alleviation working group, they began to come up with ideas without calling for help. Everyone spontaneously helped, and some brought out their own money. He used thick trees, iron rods and wooden boards to find a support for the left front wheel from the bottom of the slope to prevent it from overturning, while checking the condition of the car. Finally, everyone tried to find a way to lift the car out using wooden planks and manual lifting. They were so busy that they were sweating. Their affirmation and expectations for the work of the poverty alleviation team were reflected in their enthusiastic help.
When they first arrived in Yanqiao Village, the work team convened village representatives to discuss the poverty alleviation work plan. The first request made by the village representatives to the poverty alleviation working group was to build a cement road for Yanqiao. There was no cement. Due to the poor roads, no trucks carrying goods are willing to enter our village, and our cotton is 20 cents a pound cheaper than in other villages. The whole village only hardened a 2-kilometer cement road from Jiaoqi Town into the village last year, which solved the travel difficulty of Groups 1 and 2 villagers. However, there is also an 8.41-kilometer long, three-horizontal road to the whole group, which is all mud road and the road condition is poor. It was very bad. Some road sections had mud pits more than ten centimeters deep, making it difficult for ordinary vehicles to pass through. Later, when the vehicles entering the village, the working team and the supporting units basically had to plan their driving routes and use vehicles with better passing ability to ensure the normal development of the activities.
After the work team enters the village, it often convenes village representatives to meet to discuss the village's poverty alleviation work plan, allowing the villagers to formulate poverty alleviation measures for the village themselves. The work team provides guidance, gives full play to the subjective initiative of the villagers, and We visited 171 poor households from house to house to learn about each household’s family situation and reasons for poverty, and guided them to form their own ideas for poverty alleviation. The work team and the villagers gradually became familiar with each other. During the process of communicating with the villagers, we found that the villagers had a deep understanding of themselves. They only have a superficial understanding of the poverty situation. In addition to road traffic conditions, blocked ditches and droughts and floods all year round, low agricultural efficiency is also an important reason for poverty in their eyes.
However, careful analysis found that there are many reasons why the villagers’ income is not high. At present, this village is one of the most important cotton-producing areas in Anxiang County. However, from the perspective of the country's macro-agricultural layout, the country's cotton production focus is tilted to the north and Xinjiang, while the cotton planting area and cotton output in the south are decreasing, and Cotton requires a lot of labor time. According to relevant experts in Changde City, the benefits of cotton crops are far lower than those of other crops such as rice. In addition, most of the young and middle-aged labor force has gone out to work, while the average age of villagers engaged in agricultural labor is over 60 years old. They engage in agricultural labor only to maintain their basic living standards, and have no intention of engaging in more precise industrialized and efficient agriculture.
In order to help the village get rid of poverty as soon as possible, the municipal joint leaders, Director Wang Xiaoshan and Principal Li Ehuang, have convened the heads of relevant departments and supporting units to the village for on-site office meetings on many occasions. The leaders of the Science and Technology Bureau of the team leader unit have also held several on-site office meetings. Visit villages for investigation, guide the work team to formulate poverty alleviation measures, and actively promote the implementation of relevant projects. In order to improve the agricultural efficiency of farmers, on the one hand, the work team proactively responded to the demands of villagers and prioritized infrastructure construction, such as road hardening, ditch dredging, maintenance and reinforcement of airports, and the construction of a new drainage airport. one. In the first half of this year, the dredging project of nearly 12 kilometers of seven ditches in the village was completed. This year's rainy season waterlogging disaster has been greatly alleviated. On the other hand, science and technology commissioners are invited to go to the countryside to guide villagers in planting and breeding techniques, and to promote high-efficiency agricultural industries to villagers.
Now, under the recommendation of Professor Peng Youlin, the special commissioner of science and technology, Changan Vegetable Company provides a one-stop industry that includes seed supply, fertilizer supply, technical management training, acquisition, processing, and sales. For chemical services, Liu Liansheng and Li Ping'an, two big households in Yanqiao Village, have planted 23 acres of okra. It is estimated that the output value per mu can reach more than 5,000 yuan. During the period of picking flowers and fruits, more than 5 laborers are needed every day, and it is estimated that 36,000 yuan of labor will be invested. According to Li Ping'an, 14 poor households are expected to participate in the labor force, and each household's income is expected to be more than 3,000 yuan. In addition, Professor Ma Yongchun’s edible fungus planting project and the photovoltaic power generation project recommended by the Municipal Poverty Alleviation Office are also being fully promoted.
During the house-to-house visits, we also found that the houses of poor households were dilapidated. Some walls had cracks, roofs leaked, doors and windows were broken, and there were many dilapidated houses. After careful inspection, we found that there were many dilapidated houses in the village. The houses of 56 poor households need to be renovated. The leaders of Liandian City are very concerned about the renovation of dilapidated houses of poor households. They have repeatedly issued instructions requiring the work team to urge the township and village governments to implement the application and approval procedures for the renovation of dilapidated houses of poor households as soon as possible. Five poor households have already had dilapidated houses in accordance with the requirements of the housing and construction department. Requests for the renovation project began. Recently, the working team went to the Anxiang County Housing and Urban-Rural Development Bureau to learn about the Housing and Urban-Rural Development Bureau’s dilapidated housing renovation plan for poor villages in the second half of this year. After introducing the dilapidated housing situation of poor households in Tanzikou Village to the relevant person in charge, the Anxiang Housing and Urban-Rural Development Bureau was responsible for People said that in the plan for the second half of the year, they will try their best to realize that all those who want to renovate can receive subsidies for the renovation of dilapidated buildings. Recently, in the second half of the year, the application process for poor households in Tanzikou Village to renovate dilapidated houses has begun in an orderly manner.
In order to help poor households get out of poverty as soon as possible, each support unit carried out paired assistance activities on selected dates in the first half of the year. The paired assistance cadres visited their respective poor households to understand their family conditions. and the causes of poverty, understand their willingness to get rid of poverty, and formulate assistance measures for them, etc. Liandian City leaders, Director Wang Xiaoshan and Principal Li Ehuang, also visited the homes of Gao Yongyuan and Zhao Hongying, the poor households they are assisting in paired assistance. The leaders of the Science and Technology Bureau, as the team leaders, also visited the poverty alleviation villages and their paired assistance recipients many times. For poor households, we urge the working group and cadres at the town and village levels to implement assistance measures for poor households and achieve the goal of poverty alleviation for poor households as soon as possible. Director Ma Hui of the Science and Technology Bureau has visited Yan Wenfa, a paired poor household, five times to visit his bedridden wife, and discuss poverty alleviation measures with the team members, village leaders and Yan Wenfa’s family members. Currently, the renovation of the dilapidated house of this household has been designed to support expansion 10 acres of lobster breeding pond.
Looking back on the days since settling in the village, the work team, under the leadership and guidance of the leaders of Liandian City, the leaders of the team leaders and the Poverty Alleviation Office, has worked intensively and busy, and has achieved certain results and won the trust of the villagers. of trust. However, the task of alleviating poverty is still arduous. Most of the infrastructure construction projects will start construction in the second half of the year or next year. It is necessary to further improve the connection with relevant departments, do a good job in quality supervision of project implementation, and maximize the use of limited project funds to change the appearance of the village. The next step is to guide poor households to establish agricultural cooperatives to collectively carry out high-efficiency agricultural industry projects, and use small credit loans to support poor households to implement a model of distributed loans and unified repayment by farmers' cooperatives to carry out agricultural industry projects to reduce poverty. Reduce the loan risks of households, enhance the vitality of agricultural industry development, and strive to get rid of poverty in poor villages as soon as possible.
Diary of Poverty Alleviation in Townships (2)
In October last year, I returned to Wenfeng from the Organization Department of the County Party Committee. According to the arrangements of the Township Party Committee and the government, I was assigned to Wenfeng Township. Gunziling Village has been stationed in the village together with Liu Chengming, the township official at the section level, to carry out targeted poverty alleviation work for more than five months. As a young female township cadre, she has worked for four years, mostly in offices and various departments. This is the first time she has been stationed in a village. She has gone deep into the grassroots level, faced the masses directly, and fought against poverty. She has a lot of feelings.
① Find out the real root causes of poverty
Before I was stationed in Gunziling Village, I was actually not too unfamiliar with this village because I had served as an organizer and publicity officer in the past. As a clerk, I would occasionally follow the leader in charge to the village to check the files. However, this time I was actually asked to stay in Gunziling. To be honest, I was murmuring in my heart. On the second day of my stay in the village, I deeply realized how difficult it was to stay in the village. When visiting poor households, a Wang villager came to me angrily and said: "I'm here to comment on you, why am I not a poor household?" It turns out that his husband suffers from depression and it costs 200 RMB to take medicine every month. Diversity, her son went to work in other places after finishing high school, her daughter got married, and she was uneducated and could only do simple, unskilled work. She couldn't figure it out and strongly demanded to become a poor household.
Chairman Mao Zedong said that without investigation, there is no right to speak. In response to her request, I decided to go to her home to conduct a detailed investigation of his family situation. Walking on the side of the road, I saw a brick-concrete structure that was 80% new. I opened the door and saw a brand-new motorcycle in the living room. I smiled and said: "Sister, according to the seven According to the requirements of "Enter 8 or Not", your family has a motorcycle and a new house, and two people work outside to take care of a patient with depression. You will definitely not rate this poor household. ?I took out the relevant documents and policies and showed him. Wang immediately waved his hand and said, ?I just can’t figure out why our family can’t enjoy any of the country’s good policies. ?
In response to this survey, I was thinking, are the original registered poor households in Gunziling Village accurate? What are the causes of poverty? How can we help them get rid of poverty? I want to get rid of poverty in Gunziling Village I wanted to find the real poor people in the village and dig out the roots of poverty, so I asked the village cadres to lead me to once again conduct a comprehensive and in-depth investigation of the entire village. Gunziling Village doesn't look big, with 270 households and 1,131 people. However, the farmers are scattered among 5 villager groups. The mountains and roads are steep, and a group will definitely not be able to finish it in a day. Sometimes they go to the farmers' homes while the farmers go out to work. I'm still alive, but I can't find anyone. The difficulty of finding out is far beyond my imagination.
After more than half a month of "three visits and five evaluations", Gunziling Village finally confirmed that there are 101 poor households with 387 people, including 21 households with 23 people living on minimum living allowances and 11 households with 11 people living on five-year guarantees. With in-depth investigation, the root causes of poverty can basically be identified as three shortages: lack of labor, lack of industry, and lack of project funds. The causes of poverty can be summarized as: disability, illness, and poor living environment.
②The endogenous driving force that creates poor people
When visiting poor households in Gunziling Village, I discovered some things worth pondering. There is a villager named Huang in Gunziling Village. There are three people in the family. Huang suffers from liver disease. His eldest son is a little unable to speak. In other respects, he is just like ordinary people. The younger son has not received much education and works hard for others in the village. A few years ago, due to Huang's illness, it was decided after discussion at a mass meeting that Huang would enjoy subsistence allowances. Last year, the subsistence allowance was re-evaluated and Huang's subsistence allowance was cancelled. However, after three visits and five evaluations, Huang was included in a poor household. However, Huang was dissatisfied with this and claimed that she only wanted the subsistence allowance and did not want poor households. The reason was that the poor households were not given money, while the subsistence allowance could still give out hundreds of yuan a month. This incident touched me a lot. At present, there are still many villagers who still have the dependence mentality of waiting, relying, and needing. In their eyes, poverty means lack of money and lack of materials, and only giving money is the most practical thing. I suddenly felt that material poverty is terrible, but spiritual poverty is even more terrible and a stubborn disease that is even more difficult to eradicate. To win the battle against poverty, we must inspire the villagers' fighting spirit and confidence to get rid of poverty and become rich.
In order to fundamentally solve this problem, while leading the villagers to develop industries, we also strive to strengthen the construction of spiritual civilization to make the villagers rich? The "Zhushi Road" and immigrant risk avoidance and poverty alleviation construction projects have listed villagers' cultural activity centers and cultural squares as primary construction projects, and have in-depth discussions with villagers by organizing people to participate in scientific and technological cultural training, distributing promotional brochures, and convening mass congresses. Promote targeted poverty alleviation policies, combine poverty alleviation with ambition support, and guide the masses to establish determination to work hard.
③ Firm confidence in the victory of targeted poverty alleviation
Materialism says that the people are the creators of history. This tells us that whether it is poverty alleviation and development or the construction of key engineering projects, we must respect Rely on the masses, rely on the masses, and mobilize the masses. Without the participation of the masses, any good plan is just talk on paper.
Gunziling Village belongs to the second-highest area with barren land. In response to this geographical condition, Gunziling Village planned to use the walnut industry as a Key development projects. However, this proposal was opposed by some villagers: Murakami used to develop turmeric and failed to get rich. Now he is developing walnuts. From planting to output, it will take at least three to five years. No one can predict the walnut market in three to five years. What's more, some people in the village used to grow walnuts, but their income was not considerable, and some villagers were not very enthusiastic about developing the walnut industry. By collecting the opinions of villagers, we understand that it is not feasible to rely solely on village cadres to come up with ideas and solutions. We must change the villagers' concepts and change "I want to do it" into "I want to do it" to inspire the confidence to win in targeted poverty alleviation.
On the basis of fully soliciting opinions from all parties, we have clarified the development prospects of Gunziling Village in the next five years: establishing a professional cooperative for fruit planting in Qinglongzhai to attract poor households to participate in employment; developing a walnut base of 1,000 acres , encourage villagers to develop ecological breeding. After in-depth publicity and mobilization by village cadres, the villagers gradually changed from "bystanders" to "authorities" and took the initiative to contact the villagers, requesting the development of the walnut industry, and making nests, backfilling, and planting by themselves. Many villagers told us that working outside the home is becoming increasingly sluggish, and one year’s wandering abroad will end up with little money. Now that the national policy is so good, it is better to raise some livestock, grow some walnuts, and stay at home with my wife and children. After listening to the villagers' words, I felt very gratified and touched. It is a political responsibility of each of our party members to lift the poor out of poverty as soon as possible. As long as one family or even one person has not been lifted out of poverty, we must work tirelessly with the masses to lift the poor out of poverty as soon as possible. If we don’t fight to get rid of poverty, we will never withdraw our troops.
