Article 1 In order to strengthen the management of meteorological information services and standardize the release and dissemination of meteorological information, in accordance with the "Meteorological Law of the People's Republic of China", "Chongqing Meteorological Regulations" and "Chongqing Meteorological Disasters" These measures are formulated in accordance with the relevant provisions of the Defense Regulations and in light of the actual situation of this city. Article 2 The term “meteorological information” as mentioned in these Measures refers to various meteorological information, weather forecasts, climate predictions, disastrous weather warnings and other meteorological data. Article 3 The provision of meteorological information services within the administrative area of ??this city must comply with these regulations. Article 4 The municipal meteorological authority is responsible for the management of meteorological information services in the city, and the district and county (autonomous county) meteorological authorities are responsible for the management of meteorological information services within their respective administrative regions. The relevant competent departments of cities, districts and counties (autonomous counties) shall be responsible for the relevant management of meteorological information services in accordance with their duties. Article 5 Meteorological information is divided into the following three categories:

(1) Provided for the decision-making needs of party and government leading organs and disaster prevention and reduction management departments at all levels, as well as for decision-making needs of national defense construction and national security (2) Various short-term weather forecasts, severe weather warnings, meteorological index forecasts, fire danger level weather forecasts, environmental meteorological condition forecasts and geological disaster meteorological condition forecasts provided to the public, Important weather reports, meteorological information and other public meteorological information;

(3) Other professional and special meteorological information provided to social users.

Meteorological information services implement classified management. Article 6 Meteorological stations affiliated to the municipal meteorological authority are responsible for providing decision-making meteorological information services to municipal leading agencies and disaster prevention and reduction management departments. The meteorological stations affiliated to the district and county (autonomous county) meteorological authorities shall be responsible for providing decision-making meteorological information services to the district and county (autonomous county) leading agencies and disaster prevention and reduction management departments in accordance with the responsibility areas determined by the municipal meteorological authorities.

For sudden disaster weather information such as strong winds, heavy rains, thunder and lightning, hail, etc., meteorological authorities at all levels should also promptly report and notify local governments and relevant competent departments in accordance with relevant regulations.

Decision-making meteorological information services provided for national defense construction and national security needs shall be implemented in accordance with the relevant regulations of the meteorological authority of the State Council. Article 7 Decision-making meteorological information services should be accurate, timely and proactive.

Decision-making meteorological information services are free of charge. Article 8 The decision-making meteorological information provided by meteorological authorities at all levels and their affiliated meteorological stations is internal information. Relevant agencies, departments and units shall abide by relevant national confidentiality regulations when managing and using decision-making meteorological information. Article 9 Public meteorological information shall be released to the public by meteorological stations affiliated to the meteorological authorities in accordance with the following provisions:

(1) The municipal meteorological observatory is responsible for publishing public meteorological information within the city;

( 2) District and county (autonomous county) meteorological stations are responsible for publishing public meteorological information in their own administrative areas;

(3) Public meteorological information from other provinces (autonomous regions, municipalities directly under the Central Government) and foreign public meteorological information need to be published in the city’s media If it is disseminated online, it will be released uniformly by the Municipal Meteorological Observatory. Article 10 Other professional and special meteorological information services shall be implemented in accordance with the relevant regulations of the meteorological authority of the State Council. Article 11 Meteorological information provided by meteorological stations that are not affiliated with meteorological authorities can only be used by this system and may not be released to the public or disseminated in public media. Article 12 The prediction conclusions and opinions of scientific research units, academic groups and individuals who study and discuss meteorological information may be published at meteorological information prediction seminars and other professional meetings organized by meteorological stations at all levels or in academic journals, but It shall not be released to the public in any other form. Article 13: The provision and release of meteorological information must use unified standards, standardized terms and procedures that are in compliance with the meteorological authorities of the State Council, and must be supplemented or revised in a timely manner according to weather changes. Article 14 The meteorological competent authority shall set up public meteorological warning signs in public places such as major stations, docks, highways, large bridges and outdoor tourist attractions, and promptly issue disastrous warning signs such as heavy rain, thunder and lightning, strong winds, high temperatures, cold waves, etc. Weather warning signal.

The competent meteorological agency shall organize the formulation of a public weather warning sign setting plan and submit it to the people's government for approval before implementation.

No organization or individual may damage public weather warning signs. Article 15 Radio and television stations and newspapers designated by people's governments at all levels shall arrange special time or pages to regularly broadcast or publish public meteorological information released by local meteorological stations every day. For major disastrous weather warnings, fire danger level weather forecasts, weather forecasts that may cause geological disasters, weather forecasts that affect environmental quality, and supplementary and revised weather forecasts, additional or interrupted broadcasts shall be arranged in a timely manner.

After receiving a severe weather warning forecast, the TV station should set up a weather warning sign in a prominent position on the TV screen.

If radio, television stations and newspapers need to change the broadcast time of meteorological information, they must obtain the prior consent of the meteorological station that provides the meteorological information. Article 16 Meteorological information programs are produced by the meteorological station that releases the meteorological information. Meteorological stations at all levels should ensure the quality of meteorological information program production. Article 17 Telecommunications, communication and other units shall ensure smooth transmission of public meteorological information telephone numbers and disastrous weather warning signals.
