Analysis on the causes of poor smog control in Beijing

As early as 20 14, Beijing set up an air pollution clean fund of 760 billion yuan, promising to solve the smog problem by 20 17 years ago. However, as the end of 20 16 approaches, the environmental protection department predicts that the northern part of China will face more serious smog than before this winter. They said that due to the influence of El Nino climate, the calm weather prevented the spread of pollutants. Experts say that a large number of pollutants discharged into the atmosphere are still the main cause of serious smog. When there is little wind and rain, the problem will become more complicated.

At least in recent 15 years, the government has been talking about improving urban air quality. However, people who have lived in smog for a long time can only prove that "blue sky" is a somewhat extravagant concept because of lack of accountability system, blocked interests of departments and enterprises, unreasonable distribution of government power, and easy manipulation of environmental data collection and reporting.

An important reason for the serious smog in Beijing

The Ministry of Environmental Protection organized a consultation meeting to analyze the causes of this heavy pollution and put forward suggestions for the next step. Industrial emissions, motor vehicle emissions and coal-fired heating in winter are the "culprits" of this round of large-scale air pollution weather outbreak.

1. Topographic reasons: Taihang Mountain is in the west of Beijing-Tianjin-Hebei region, and Yanshan Mountain is in the north. The terrain conditions are relatively closed, and the static weather and southerly wind meteorological conditions make the pollutants discharged locally and transported outward accumulate rapidly in front of the mountain, resulting in the heaviest air pollution along the mountain and in front of the mountain, that is, Beijing.

2. Reasons for industrial emission: The energy structure dominated by coal and the industrial structure dominated by heavy chemical industry in Beijing-Tianjin-Hebei region lead to a large total pollutant emission and a large emission intensity per unit GDP, in which the emission intensity of sulfur dioxide is 3.5 times that of the national average, and the emission intensity of nitrogen oxides is 4.3 times that of the national average. Due to the mobility of air and the externality of air pollution transmission, the air quality in a specific area will be seriously affected by the pollution emission level in adjacent areas, and some air pollutants in Beijing come from Hebei Province.

3. Causes of motor vehicle emissions: Especially some heavy vehicles that exceed the standard have caused serious pollution to the environment. Motor vehicles mainly emit nitrogen oxides, which become nitrates after further oxidation. In addition, the traffic in Beijing is seriously congested, so it is necessary to further optimize the road traffic in Beijing and further develop green traffic.

4. Reasons for coal-fired heating in winter: With the gradual opening of coal-fired heating facilities in various places, the secondary transformation of sulfate in high humidity environment near the ground at night is intensified, and its contribution to PM2.5 is increased. Heavy pollution mainly comes from local coal-fired heating and biomass burning emissions in winter, which is the "culprit" leading to regional heavy pollution.

5. Meteorological reasons: the cold air in the northwest is approaching, and the foggy weather has withdrawn from Beijing. However, most areas and plains of Beijing, Tianjin and Hebei are still shrouded in smog. After noon yesterday, Beijing turned to the southeast wind, and there was a process of pollutant backflow. After yesterday evening, the pollutants in the northeast continued to affect North China with the weak northerly airflow over the Bohai Sea.
