In order to provide natural conditions for developing agricultural production, coordinating regional development and making macro-decision according to local conditions, eight natural factors in 87 county-level regions of Guizhou Province were compared and ranked. The results show that most of the counties with good natural conditions are concentrated near the central areas of Guiyang, Zunyi and Anshun, which are located in the main part of Guizhou Plateau, which is consistent with the "central Guizhou" pointed out by the province's comprehensive agricultural zoning. The counties with poor natural conditions are generally scattered in the surrounding mountainous areas such as Niaomeng Mountain, the lower reaches of Beipanjiang River and Hongshui River Basin, Leigong Mountain and Moon Mountain, Wuling Mountain and Dalou Mountain. It shows that poor mountainous areas are widely distributed and the poverty area is large.

Guiyang took the lead in basically solving the problem of food and clothing in the province two years ahead of schedule, achieving a historic leap. However, the poverty alleviation work is still very arduous. According to statistics, there are 520,000 people in 449 villages in 18 key poverty alleviation townships (towns) in the city who are easy to return to poverty and need poverty alleviation, accounting for 29% of the total rural population in the city. Among them, 20,000 people have basically lost the conditions for solving food and clothing on the spot due to serious rocky desertification, lack of water and soil resources, frequent natural disasters, traffic congestion and poor living environment.

Since the beginning of this year, Guiyang has carried out ex situ poverty alleviation relocation and resettlement, combined with the ecological environment construction focusing on returning farmland to forests and the rational transfer of contracted land use, restored the ecological environment in the relocation area, improved the regional ecological environment, promoted the adjustment of rural industrial structure and the construction of small towns, and helped the poor people in areas with basically no living conditions to quickly embark on the road of getting rid of poverty and becoming rich.

Ex situ poverty alleviation relocation and resettlement work takes counties (districts and cities) as project units and key poverty alleviation townships (towns) as project points. First, poor households who meet the relocation conditions submit written applications, and the village and group where they are located sign opinions, and the township (town) conducts preliminary examination. The county (district, city) ex situ poverty alleviation and relocation leading group shall organize the examination and approval, carefully determine the relocation targets, establish files, register them, and implement one household one management. The source of funds is mainly the national special funds for poverty alleviation and relocation, supplemented by local facilities and farmers' self-financing, and the resettlement funds are controlled according to the standard of 0.65-0.7 1 10,000 yuan per capita. The investment focus is mainly used for the construction of cultivated land or other means of production in resettlement areas, the construction of supporting infrastructure such as water, electricity and roads, the construction of rural houses and the construction of public welfare undertakings.
