Provisions of Chaozhou Municipality on Meteorological Disaster Prevention

Chapter I General Provisions Article 1 In order to strengthen the prevention of meteorological disasters, avoid and mitigate losses caused by meteorological disasters, ensure the safety of people's lives and property, and promote the sustainable development of economy and society, these Provisions are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations on the Prevention of Meteorological Disasters, the Regulations on the Prevention of Meteorological Disasters of Guangdong Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the prevention, monitoring, forecasting, early warning and emergency response of meteorological disasters within the administrative area of this Municipality.

The meteorological disasters mentioned in these Provisions refer to disasters caused by typhoons, strong winds, tornadoes, heavy rains, high temperatures, droughts, lightning, fog, haze, low temperatures, road icing and hail. Article 3 Meteorological disaster prevention follows the principles of people-oriented, scientific defense, overall planning and social participation, and implements the working mechanism of government-led, departmental linkage and graded responsibility. Fourth people's governments at or above the county level shall strengthen the organization and leadership of meteorological disaster prevention work, establish and improve the coordination mechanism of meteorological disaster prevention work, and incorporate meteorological disaster prevention into the national economic and social development plan at the corresponding level; Strengthen meteorological disaster prevention services such as meteorological disaster monitoring and forecasting, early warning information release and dissemination, lightning protection and disaster reduction, meteorological emergency support, and weather modification; Increase investment in meteorological disaster prevention, and include the funds required for meteorological observation, early warning information release and dissemination, emergency response, disaster assessment and investigation, weather modification, infrastructure, etc. into the fiscal budget at the corresponding level.

Town People's governments and sub-district offices shall establish and improve the working mechanism of meteorological disaster prevention, and assist competent meteorological departments at all levels and emergency management administrative departments to carry out meteorological disaster prevention knowledge publicity, information transmission, emergency contact, emergency response, disaster report and disaster investigation.

The residents' committees and villagers' committees shall, under the guidance of the competent meteorological departments and relevant departments, do a good job in meteorological disaster prevention work such as propaganda of meteorological disaster prevention knowledge and meteorological disaster emergency drills. Article 5 The competent meteorological departments at or above the county level shall be responsible for the monitoring, forecasting and early warning of disastrous weather, as well as the management, service and supervision of meteorological disaster prevention such as climate feasibility demonstration, meteorological disaster risk assessment, evaluation of key meteorological disaster prevention units, and weather modification. In areas where the competent meteorological department has not been established, the district people's government shall implement the relevant departments to arrange fixed-post personnel and cooperate with the municipal competent meteorological department to do the above work.

The administrative department of education shall, according to the meteorological disaster warning signal, organize the work related to the suspension and resumption of classes, and do a good job in the safety of students during the suspension.

The public security department is responsible for maintaining social security and road traffic order in the disaster areas, and assisting relevant units in organizing the emergency transfer of people in the disaster areas.

The administrative department in charge of emergency management shall guide and coordinate the transfer and resettlement of the affected people, and do a good job in the rescue, disaster verification and disaster information release of the affected people.

The administrative department of natural resources shall organize the monitoring and prevention of geological disasters.

The administrative department of transportation shall give priority to ensuring the delivery of relief materials, equipment, medicines and food, and timely repair the damaged road traffic facilities.

The water administrative department shall co-ordinate the water dispatching of major rivers and reservoirs, and do a good job in monitoring and early warning of water conditions and droughts.

Urban management comprehensive law enforcement administrative departments should do a good job in urban road greening and municipal facilities reinforcement lightning protection, and urge the owners of urban outdoor advertising facilities to do a good job in typhoon prevention and lightning protection measures to ensure the safe operation of municipal public facilities.

Agricultural and rural administrative departments shall organize and carry out agricultural disaster prevention and relief guidance.

The administrative department of housing and urban and rural construction shall organize and carry out work such as site shutdown, inspection and reinforcement of dangerous houses, inspection and investigation of gas facilities during typhoons, rainstorms, thunderstorms and strong winds.

Development and reform, industry and information technology, civil affairs, forestry, culture, radio and television, tourism and sports, health and maritime affairs and other relevant administrative departments and units shall, in accordance with the division of responsibilities, do a good job in meteorological disaster prevention.

Power supply and communication departments shall organize emergency support for power supply and communication. Article 6 Where meteorological disaster prevention involves more than two counties and districts, the relevant people's governments at the county level and relevant departments shall establish a monitoring, forecasting and early warning joint defense system and an emergency plan active response and information communication system, and the people's governments at higher levels shall strengthen guidance, coordination, supervision and inspection. Seventh people's governments at all levels and relevant administrative departments should take various forms to publicize and popularize the knowledge of meteorological disaster prevention to the society, and improve the public's awareness and ability of disaster prevention and mitigation.

The competent meteorological departments shall publicize the knowledge of meteorological disaster prevention in schools, communities and key units of meteorological disaster prevention, make use of World Meteorological Day, National Disaster Prevention and Mitigation Day and other activities, regularly open meteorological stations, publicize and popularize the knowledge of meteorological disaster prevention to the society, and improve the public's awareness and ability of meteorological disaster prevention.

The administrative department of education shall urge schools to incorporate meteorological disaster prevention knowledge into relevant courses or extracurricular education contents of primary and secondary schools, and cultivate and improve students' awareness of meteorological disaster prevention and their ability of self-help and mutual assistance.

The administrative department of housing and urban construction shall urge the construction unit to incorporate the knowledge of meteorological disaster prevention into the safety training, daily management and emergency drills of the workers on the construction site.

The administrative department in charge of emergency management shall incorporate the knowledge of meteorological disaster prevention into the propaganda of disaster prevention and mitigation and the contents of emergency rescue drills for community residents.
