Regulations of Tianjin Municipality on the Administration of Weather Modification (202 1 Revision)

Chapter I General Provisions Article 1 In order to strengthen the management of weather modification, and to prevent and mitigate meteorological disasters, these Regulations are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations of the State Council on the Management of Weather Modification and other laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to weather modification activities within the administrative area of this Municipality.

The term "weather modification" as mentioned in these Regulations refers to the activities that, in order to prevent or mitigate meteorological disasters, make rational use of climatic resources, and under appropriate conditions, artificially affect the physical and chemical processes of local atmosphere through scientific and technological means to achieve the purposes of increasing rain and snow, hail suppression, rain elimination, fog elimination and frost prevention. Article 3 The weather modification work in this Municipality shall adhere to the principles of people-oriented, unified leadership, scientific standardization, safety and prudence. Article 4 Municipal and agricultural people's governments shall exercise unified leadership over weather modification work, establish and improve corresponding management systems and working mechanisms, and coordinate weather modification work.

Township people's governments and sub-district offices shall cooperate with the weather modification work within their respective jurisdictions. Article 5 The competent meteorological departments shall, under the leadership and coordination of the people's governments at the same level, organize, guide and manage the weather modification work within their respective administrative areas.

Public security, agriculture and rural areas, water affairs, planning resources, emergency, communications, civil aviation and other departments and relevant military organs shall, in accordance with their respective responsibilities, do a good job in weather modification. Article 6 The municipal and district people's governments shall incorporate the work of weather modification into the national economic and social development plan of the local area, and the funds needed for the work of weather modification shall be included in the fiscal budget at the same level. Article 7 This Municipality shall strengthen cooperation with Beijing, Hebei and other surrounding areas, carry out research on the development and utilization of cloud water resources in the air, implement dynamic monitoring and joint prevention and control between regions, and improve the effect of weather modification. Article 8 This Municipality encourages and supports scientific and technological research on weather modification, promotes the application and introduction of advanced technologies and equipment, and improves the scientific operation level of weather modification.

The Municipal People's Government and the district people's government with agriculture shall organize experts to scientifically evaluate the effect of weather modification, and the evaluation results shall serve as an important basis for evaluating weather modification. Chapter II Site Construction and Protection Article 9 The district competent meteorological department shall, according to the local climate, characteristics of meteorological disasters, geography and population density, put forward opinions on the layout of weather modification operation sites, and report them to the municipal competent meteorological department with the consent of the district people's government, which shall determine them jointly with the flight control department according to law.

The confirmed business premises shall not be changed without authorization. If it is really necessary to change, it shall be re-determined in accordance with the provisions of the preceding paragraph. Tenth weather modification operations infrastructure construction land belongs to public welfare undertakings, can be allocated in accordance with the relevant provisions of the state and this Municipality. Eleventh weather modification workplaces shall be organized by the competent meteorological department of the district, and the construction of buildings, working platforms and safety facilities shall meet the relevant technical standards. Twelfth any unit or individual shall not carry out the following acts:

(a) illegal occupation or destruction of weather modification sites;

(two) damage or unauthorized movement of special equipment and facilities for weather modification;

(3) occupying or interfering with communication channels for weather modification operations;

(four) other acts that adversely affect weather modification operations. Chapter III Operation Management Article 13 The competent meteorological department shall be responsible for the recruitment and management of weather modification operators.

The list of personnel who use anti-aircraft guns and rockets to engage in weather modification operations shall be copied by the local competent meteorological department to the public security organ at the same level for the record. Fourteenth weather modification operation units shall, in accordance with the training standards for weather modification operators formulated by the competent meteorological department of the State Council, conduct pre-job training for personnel engaged in weather modification operations. Before implementing weather modification operations, weather modification operators shall master relevant operation specifications and operating procedures. Fifteenth any of the following circumstances, and have suitable meteorological conditions, approved by the flight control department, the competent meteorological departments can timely organize weather modification operations:

(a) there are signs of drought in some areas, and it is predicted that the drought will be aggravated;

(two) the reservoir water storage is seriously insufficient;

(3) forecast hail weather;

(four) forest fire or long-term high forest fire risk period;

(five) the safety needs of major events in the city;

(six) the need for the protection and restoration of important ecosystems such as major ecological construction projects;

(seven) other circumstances that require artificial weather modification. Article 16 Where an aircraft is used to carry out weather modification operations, the municipal competent meteorological department shall apply for airspace and operation time limit in accordance with the relevant provisions of the state.

When anti-aircraft guns and rocket launchers are used to carry out weather modification operations, an application shall be made to the flight control department in advance, and the operation shall be carried out in strict accordance with the approved airspace and time limit, and the operation shall be reported to the flight control department in time after the operation. Seventeenth after the implementation of weather modification operations, the competent meteorological departments should be announced to the public in a timely manner according to the specific situation.
