The government regulations of our city "Provisions on the Prohibition of Setting off Fireworks and Firecrackers in Suzhou" clearly stipulate the scope of prohibition in urban areas. In order to facilitate the municipal and county-level municipal people's governments to determine and adjust the banned areas and places, according to the relevant provisions of the State Council's Regulations on the Safety Management of Fireworks and Firecrackers, Article 3 of the Regulations makes it clear that the municipal and county-level municipal people's governments should reasonably determine the banned areas and places according to the actual situation, and gradually and reasonably expand the scope according to law.

Two. General and special provisions on prohibition of release

Fourth, it is clear that the storage and transportation of fireworks and firecrackers shall be carried out in accordance with the Regulations of the State Council on the Safety Management of Fireworks and Firecrackers. In order to strengthen the prevention and control of air pollution, the first paragraph of Article 5 of the Regulations clearly stipulates that during the early warning period of heavy pollution weather, the discharge of fireworks and firecrackers is completely prohibited within the administrative area of this Municipality.

Third, the propaganda and guidance of the ban.

Banning fireworks and firecrackers requires not only strict law enforcement by law enforcement agencies to effectively crack down on illegal discharge, but also subtle publicity, education and guidance from all sides to promote the change of customs and customs, so that the general public can consciously support and participate in the work of banning fireworks and firecrackers. Therefore, Articles 8 and 9 of the Regulations define a series of specific publicity, education and social guidance measures from various aspects, and strive to create a good social atmosphere. For example, it is stipulated that the relevant departments should publicize the prohibition of publication by issuing notices and setting up billboards when handling business such as industrial and commercial registration, marriage registration, household registration and property rights registration; It is stipulated that media units, outdoor advertising operators and publishers should carry out prohibited public welfare propaganda; It is stipulated that state organs, social organizations, enterprises, institutions and other organizations should carry out publicity and education on the prohibition of release of their own staff; It is stipulated that schools and guardians of minors should conduct prohibited publicity and education for minors; Encourage social organizations and volunteers in environmental protection to participate in voluntary service activities.

Articles 10 and 11 of the Regulations further stipulate the sales of fireworks and firecrackers in three levels on the basis of explicitly prohibiting the sales of fireworks and firecrackers in areas and places in the second paragraph of Article 4: First, the first paragraph of Article 10 generally restricts the sales of fireworks and firecrackers in the whole city, and it is clear that "no new fireworks and firecrackers wholesale enterprises and retail outlets shall be established within the administrative area of this Municipality, and the existing fireworks and firecrackers wholesale enterprises and retail outlets shall be gradually reduced". Second, paragraphs 2 and 3 of Article 10 focus on solving the remaining problems. " In view of the large number of fireworks and firecrackers in residential areas, in order to effectively play the role of property service enterprises in prohibiting fireworks and firecrackers, the second paragraph of Article 14 of the Regulations stipulates the obligation of discouraging and reporting property service enterprises. In addition, Article 15 of the Regulations establishes an incentive mechanism for reporting illegal acts.
