Decision of the Standing Committee of the Qingyang Municipal People’s Congress on Amending the “Qingyang Municipal Fireworks and Firecrackers Discharge Management Regulations” (2021)

1. Modify "transportation, industry and information technology" in paragraph 2 of Article 5 to "transportation, industry and information technology" and delete "ethnic religion". 2. Delete “(place), area at any time” in paragraph 1 of Article 7, and change “shall not” to “prohibited”.

Delete item 10 of paragraph 1 of Article 7, and then add two items as items 10 and 11: "(10) The prohibition of setting off fireworks and firecrackers as determined by the people's government at or above the county level Locations;

(11) Other locations where fireworks and firecrackers are prohibited as specified by laws and regulations." 3. Amend Article 9 to read: "During non-heavy pollution weather warning periods, cities and counties urban planning areas. Fireworks and firecrackers that meet the regulations can be set off on New Year's Eve, the first day of the first lunar month, the fifth day of the first lunar month, and the fifteenth day of the first lunar month. Fireworks and firecrackers are prohibited from being set off at other times." 4. "Report to the relevant people's government public security organs" in paragraph 2 of Article 10. Revised to "to the public security organs". 5. In Article 12, add "," after "...for those who refuse to listen to dissuasion." 6. Change “units and individuals” in Article 13 to “operators”. 7. Change "property service enterprise" in Article 15 to "property service person". 8. Delete Article 18. 9. Change Article 19 to Article 18 and amend it to read: “Anyone who violates the provisions of Articles 13, 14 and 15 of these Regulations shall be ordered by the public security organ to make rectifications within a time limit, be given a warning, and be punished A fine of five hundred yuan; if it constitutes a violation of public security management, public security management penalties will be imposed in accordance with the law." 10. Change Article 20 to Article 19 and delete "Government Affairs". 11. Change Article 21 to Article 20, and amend it to read: “If laws and regulations have provisions for penalties for violations of these Regulations, such provisions shall be followed.” 12. Replace Article 22 Article is changed to Article 21.

This decision shall come into effect on the date of its promulgation after approval by the Standing Committee of the Provincial People's Congress.

The "Qingyang City Fireworks and Firecrackers Discharge Management Regulations" were revised and re-announced based on this decision.
