On the basis of implementing the Notice on Printing and Distributing the Refined Management and Control Plan of Baoding City issued by the Municipal Atmospheric Office in June 165438+ 10/38, the relevant departments of towns and villages directly under the jurisdiction of each county are in accordance with the emergency plan for heavy polluted weather in our county and the second emission reduction measure of emergency response industry in Baoding City.

First, fully implement emergency emission reduction measures.

Control measures of industrial enterprises. Relevant departments of townships and counties directly under the Central Government shall implement emergency emission reduction measures in strict accordance with the revised emergency emission reduction list of our county in 20021. Enterprises, epidemic prevention and control guarantee enterprises and construction projects included in the positive list of environmental supervision are in normal production while ensuring the effective operation of pollution prevention facilities and strictly implementing pollution prevention and control measures.

Mobile source control measures. Construction waste and muck transport vehicles and gravel transport vehicles are prohibited from driving on county roads; Construction sites, industrial enterprises and industrial parks should stop using non-road mobile machinery of Grade II and below; Units involved in the transportation of bulk raw materials and products, such as mines, storage yards, logistics, etc., should prohibit the use of heavy trucks of Grade 4 and below.

Control measures of non-point source. Strengthen the control of construction sites and traffic dust. During the early warning period of heavy pollution weather, the regulations that fireworks and firecrackers are strictly prohibited in the whole region are strictly implemented. Intensify inspections, make full use of the video and infrared monitoring system of open burning for real-time monitoring, and find and dispose of fireworks and firecrackers and open burning straw garbage at any time. Pay close attention to the changing trend of regional air quality in key periods. If there is an abnormal upward trend, it is necessary to further strengthen the civil air defense+technical defense supervision measures, encrypt the frequency of inspections, and strictly crack down on illegal activities according to law.

Second, do a good job in supervision and inspection.

After the Class II emergency response measures are started, the relevant departments of townships and counties should strengthen supervision and inspection, strictly enforce the law and supervision, and ensure that all emergency response measures are put in place.
