On the premise of ensuring the normal operation of the city, implement Class III, Class II and Class I emergency response emission reduction measures to ensure that the emission reduction ratios of sulfur dioxide, smoke (dust), nitrogen oxides and volatile organic compounds are not less than 10%, 20% and 30% respectively; The proportion of sulfur dioxide and nitrogen oxides can be adjusted according to the local pollutant emission composition, but the sum of the two proportions is not lower than the overall requirements. According to different primary pollutants, emergency control measures of heavy pollution weather classification are implemented: when the primary pollutant is fine particulate matter (PM2.5), the emissions of sulfur dioxide (SO2), particulate matter (PM) and nitrogen oxides (nitrogen oxides) are mainly controlled, followed by volatile organic compounds (VOCs); When the main pollutant is ozone (O3), the emission of VOCs and nitrogen oxides should be controlled.
