Is a waist circumference of 60 cm a thin waist?

If it's an adult, it should be fine. 60 cm is equivalent to 1.8 feet, which is relatively thin. According to the average height of Chinese women 160 cm, the waist circumference is 160÷2- 14=66 cm.
