As an important natural resource, economic resource and strategic basic resource, water resources play an irreplaceable and important role in ensuring sustainable social and economic development. In recent years, with the rapid development of national economic construction, the contradiction between water supply and demand has become increasingly prominent, and strengthening the management and protection of water resources has become increasingly important.

Carrying out water resource demonstration for construction projects is of great significance in promoting the optimal allocation and sustainable utilization of water resources, implementing unified dispatch and management of water resources, and ensuring reasonable water use in construction projects. 1.1 Project source: Investigation of Donggu Mineral Water in Qingyuan District, Ji'an City, Jiangxi Province shows that Donggu Mineral Water has abundant underground water resources that can be exploited and has excellent water quality. It reaches the national standard mineral water level and is suitable for the construction of large-scale mineral water and beverage production lines. Based on the survey results, Jiangxi Qingyuan Mountain Mineral Water Co., Ltd. plans to build a production line with an annual output of 300,000 tons of mineral water and 100,000 tons of beverages in Donggu Street, Donggu She Nationality Township, Qingyuan District. According to the planning and design of the construction project, the project is designed to have 4 mineral water filling production lines and 2 beverage production lines. The water source required for production is groundwater taken from the project location. In order to strictly implement the "Measures for the Management of Water Resources Demonstration for Construction Projects" (Order No. 15) promulgated by the Ministry of Water Resources and the State Planning Commission and the "Notice on the Implementation of the "Management Measures for the Demonstration and Management of Water Resources for Construction Projects" issued by the Jiangxi Provincial Development Planning Commission and the Jiangxi Provincial Department of Water Resources ” (Ganxi Water Resources Zi [2002] No. 23), ensuring the effective supply and rational utilization of water resources after the completion of the project. In March 2008, entrusted by Ji'an Qingyuan Industrial Development Co., Ltd., Jiangxi Provincial Survey and Design Institute undertook the "Water Resource Demonstration Report for the Water Intake Project of Jiangxi Qingyuan Mountain Mineral Water Co., Ltd. with an annual output of 400,000 tons of mineral water and beverage production lines" 》Compilation tasks. 1.2 Purpose and tasks of water resources demonstration 1. The purpose of water resources demonstration for construction projects is to analyze and demonstrate the feasibility, reliability, and guarantee of water resources for the construction project and its impact on regional water resources and water environment. In order to develop, utilize, save and protect water resources and reasonably solve the contradiction between supply and demand of water resources, it provides scientific basis for the water administrative department to strengthen the unified management of water resources and approve water abstraction licenses, and realize the strategy of sustainable development of water resources. 2. The tasks of water resources demonstration for construction projects shall be in accordance with the requirements of the "Guidelines for Water Resources Demonstration for Construction Projects" (Trial) and complete various evaluation and demonstration tasks stipulated in the guidelines. Specifically, it includes: (1) Detailed understanding of the basic situation of the construction project; (2) Detailed understanding of issues related to the water withdrawal project and water withdrawal plan; (3) Investigation and demonstration of the current status of development and utilization of groundwater resources in the area; (4) Collection of relevant The project hydrogeological survey results provide a comprehensive understanding of the hydrogeological conditions, aquifer properties, water richness, water quality, etc. of the construction project area; (5) Based on the hydrogeological conditions and combined with the water intake plan, the amount of groundwater recoverable resources in the area Carry out calculations and demonstrate the degree of guarantee of the resource; (6) Demonstrate whether the use of groundwater for this project will have an impact on the surrounding environment. This work is to promote the optimal allocation and sustainable utilization of water resources and ensure the reasonable water use requirements of construction projects. According to the attachment "Basic Requirements for the Preparation of Water Resources Demonstration Reports for Construction Projects" in the "Measures for the Management of Water Resources Demonstration for Construction Projects" and the " In accordance with the requirements of the "Guidelines for Water Resources Demonstration for Construction Projects (Trial)", the "Water Resources Demonstration Report for the Water Intake Project of Jiangxi Qingyuan Mountain Mineral Water Co., Ltd. with an annual output of 400,000 tons of mineral water and beverage production lines" was compiled to urge the rational and legal use of water in this construction project. resources, so that groundwater resources in the region can be reasonably developed, optimally allocated, efficiently utilized and effectively protected.

(China Haicheng Engineering Technology Co., Ltd., 2007.12) 1.4 Water Intake Scale, Water Intake Water source and water intake scale: According to the "Program Design of Jiangxi Qingyuan Mountain Mineral Water Co., Ltd." provided by the construction unit, the groundwater demand when working at full load is 232m3/h, and the average daily water consumption is 178m3/h. The equipment is designed to operate every day. 16 hours, the daily water consumption is 2847m3/d; the annual working day is 250 days, based on which the annual water consumption is calculated to be approximately 71.2×104 m3. Water source: "bedrock fissure water" within the mineral rights of Qingyuan Mountain Mineral Water Company; water intake location: Donggu Village, Donggu Town, Qingyuan District, Ji'an City. For details on the location of the construction project, see: Traffic Location Map (Figure 1). The designed daily underground water extraction volume of the 1.5 working level project is 2847m3. It is a general civil project. The Quaternary alluvial layer in the working area is evenly distributed in space, the aquifer is shallowly buried, and the groundwater supply, runoff, and discharge conditions are clear; the bedrock area and the Quaternary system The bedrock beneath the loose layer has developed fracture structures, stable lithofacies, and developed fault vein water. According to the relevant requirements of the "Code for Hydrogeological Survey of Water Supply" (GB50027-2001), it is determined that the complexity of the water supply hydrogeological conditions is classified as "medium" and the scale of the water supply source is "small"; according to the "Guidelines for Water Resources Demonstration of Construction Projects" ( According to the classification and grading standards for water resources demonstration in the "Trial Implementation" (SL/Z322-2005), this report determines that the classification level of this water intake project is level three.

1.6 Scope of Analysis and Demonstration The water taken by this project is mainly used for circulating water of water source heat pumps in the construction project, and basically does not involve other uses; according to the regional hydrogeological conditions of Nanchang City, surrounding groundwater exploitation conditions, and the hydrogeological survey report of the construction project, it can be known : The north of the project construction area is located near the Ganjiang River embankment (about 400 meters away from the Ganjiang River). The Ganjiang River is the main supply source of groundwater in the area and is the supply boundary of groundwater. In addition, according to the hydrogeological survey report, group hole pumping tests determine the impact of groundwater The radius is 640m; this means that the remaining three sides will generally have no more than 640m of impact on surrounding groundwater when taking underground water. Based on the above situation, and also taking into account the characteristics that the radius of influence of the pumping test will change with seasonality (the level of the Ganjiang River, etc.), the evaluation scope was finally determined to be bounded by the Ganjiang River on the north side and the impact of the pumping test on the other three sides. Consider the radius extending outward by 100m: that is, the evaluation scope is set to extend 750m from the boundary of the water intake area to the surrounding area. 1.7 Level year The evaluation year is 2006. According to observation data provided by the Nanchang Meteorological and Water Conservancy System, the measured annual rainfall in Nanchang is 1402mm (only 88% of the multi-year average rainfall of 1592.0mm); the measured annual average water level at the Ganjiang River (Bayi Bridge) Hydrological Station is 16.49m (Wusong Elevation) (only the multi-year average water level m), it can be seen that this year is drought and less rainy, the water level in Jiangxi is also low, and it is a dry year. The hydrogeological survey of this project was carried out between July and August 2006, which can generally be regarded as a flat water season. Considering the overall rainfall this year and the low water level of the Gan River, the evaluation results are representative to a certain extent. . 1.8 Power of attorney for argumentation, entrusting unit and undertaking unit.
