At present, the epidemic situation in COVID-19, Fujian Province has been stable for four consecutive days, with no new or suspected cases. Considering the situation comprehensively, Fujian decided to start to fully restore the traffic conditions in the province, and formulate specific plans by city and district to effectively help the people and enterprises returning to work safely and quickly.

Fujian's traffic recovery work was approved by the Fujian Provincial Leading Group for Response to the COVID-19 Epidemic. Fujian Province issued the "Notice on Doing a Good Job in Restoring Normal Traffic Order and Ensuring Smooth Road Traffic", requiring that, in addition to provincial boundary inspection and different areas of towns and villages with more epidemic cases need differentiated prevention and control, the closed entrances and exits of expressway should be restored, checkpoints set up in expressway, national and provincial trunk lines and rural roads in the province should be cancelled according to laws and regulations, and unreasonable measures to persuade vehicles and personnel to return should be cancelled.

If it is really necessary to close the entrance and exit of expressway or set up checkpoints in expressway, national and provincial trunk lines and rural roads, it shall be reported to the provincial government for approval. Approved and reserved checkpoints should ensure the smooth flow of vehicles and personnel. Provincial border inspection stations should improve quarantine efficiency and ensure smooth traffic by sending more personnel, adding passages, setting up truck passages and perfecting procedures.

During the recovery time, all localities should constantly encrypt the frequency of departure to effectively meet the travel requirements of the people. Before February 25, the city bus, intercity, inter-county passenger lines, rural passenger transport and waterway passenger transport in the province fully resumed normal operation. Orderly resume the operation of inter-provincial passenger lines and inter-provincial tourist chartered cars.

All localities should do a good job of "peer-to-peer" service guarantee for migrant workers returning to their hometowns to ensure the safe and orderly return of migrant workers outside the province. The human and social departments take the lead in finding out the base number and making centralized deployment; the health department does a good job in health examination; the transportation department organizes transportation capacity guarantee; and the public security department strengthens traffic order management.

All localities should strictly implement the green channel policy for emergency transportation, ensure "three different priorities", and open special channels for expressway toll stations and special urban roads where conditions permit to ensure barrier-free traffic for vehicles. Implement the green channel policy for the transportation of fresh agricultural products, ensure the normal circulation of "rice bag" and "vegetable basket" products and agricultural means of production, and enter the village in time.

Especially for the logistics vehicles that guarantee the resumption of work and production, it is necessary to reduce the restricted areas, shorten the restricted time and extend the time limit for entering the city. Local public security organs should open a 24-hour emergency transportation service telephone to solve the difficulties and problems encountered by truck drivers in time.

Fujian will continue to introduce a policy "spree" to restore normal production and living order in a stable and orderly manner. The Fujian Provincial Department of Finance said that it will give discount loans to enterprises seriously affected by the epidemic, including transportation, catering, accommodation and tourism.

In order to cope with the increasing demand of migrant workers returning home, Fujian Fuzhou, Quanzhou, Putian, Sanming and other places canceled the expressway checkpoint, allowing normal traffic at high speed and speeding up the restoration of transportation order.

On the basis of orderly resumption of intercity and county road passenger lines, Fujian transportation departments actively docked with key employment enterprises such as Contemporary Anpu Technology Co., Ltd. and Shengnong Group to support enterprises to transport migrant workers back to their posts across provinces and cities.
