First, tourism is a comprehensive industry. Her industry boundaries are very unclear. Tourism is not composed of similar enterprises, and their businesses or products are naturally different. It covers all aspects of life such as "food, shelter, transportation, shopping and entertainment". The industry involves catering, accommodation, transportation, banking, communication, culture, processing, postal services, cultural relics, religion, agriculture and forestry, public security, municipal administration, sanitation and so on. The business of hotels is different from that of airlines, and the business of travel agencies is also different from that of hotels. This situation can be seen everywhere in the tourism industry.

Second, the input and output of tourism are digested by related industries (Liu Cong 2003). Many tourism enterprises are not limited to serving customers.

Perhaps it is for these reasons that tourism is not listed as a separate project industry in the standard industrial classification promulgated by most countries in the world, even in the international standard industrial classification promulgated by the United Nations. There is no word "tourism" in China's national economic industry classification standards, but related activities are classified as "residential, public utilities and residents' living services". Therefore, economists generally believe that in theory, tourism cannot constitute a standard industry.

However, in fact, tourism is a real industry. Although every country establishes tourism as an industry in its own industrial division standard, tourism is regarded as one of the important contents in its own economic development plan. In these countries, such as Spain, Greece and Italy, tourism has actually become a decisive force in the national economy. These facts show that tourism, as an industry, actually exists objectively. Tourism is not as clearly defined as other industries, which is also a reflection of its characteristics. Although the main business or products of these industries are different, when it comes to tourism, they all have one thing in common, that is, by providing their own products and services to facilitate tourism activities, meet the needs of the same tourists, and unify their different products on the premise of overall tourism products.
