After Beijing Travel Agency bans outbound travel deposits, how to prevent unexpected situations such as tourists staying?

In recent years, there have been frequent cases in Beijing where travel agencies fail to return outbound travel deposits (or outbound travel deposits) on time, fail to entrust a third party to supervise them according to regulations, or even use them for other purposes in violation of regulations. In April this year, tourists gathered in front of the flagship store of Beijing Haitao International Travel Service Co., Ltd. to collectively defend their rights and demand repayment of funds because they failed to return the travel deposit as promised.

After a series of "compensation", Haitao admitted that he still owed 200 million yuan to thousands of consumers and tens of millions of yuan to suppliers. This prepaid travel run triggered by the "debt" of guests' door-to-door rights protection eventually led to Haitao Tourism's delisting of the New Third Board.

"While causing great economic losses to tourists, it has disrupted the fair competition, honest and law-abiding tourism market order, infringed on the legitimate rights and interests of tourists, and seriously affected the social security and stability of the capital." The relevant person in charge of the Industry Management Office of the Municipal Tourism Commission said that the issuance of the Notice is intended to actively prevent economic risks, effectively protect the legitimate rights and interests of tourists, and build a new mechanism for the supervision of travel agencies. "After the issuance of this notice, if the previous relevant notice is inconsistent with this notice, this notice shall prevail."
