Article 5: The transportation authorities at all levels are responsible for the management of the car rental industry within their respective jurisdictions. The road transportation management agencies affiliated to the transportation authorities shall specifically perform the management responsibilities of the car rental industry. The pricing department of the State Council shall work with the transportation department to formulate charging items for the car rental industry. Each provincial price department is responsible for stipulating charging standards for the car rental industry within its jurisdiction and reporting them to the price department of the State Council for filing.
