Judging from the status of applications from various places, 165 counties across the country have submitted their application materials for "removing counties and establishing cities" and have submitted them to the State Council for approval. Among them, there is only one "Qianshan County" in our province. Another six counties are waiting in line at the provincial government for approval (including "Guangde County" in Xuancheng City).

2. Conditions for our county to “remove counties and establish cities”

Our county is rich in cultural tourism resources. Currently, there are 5 national-level cultural protection units and 11 provincial-level ones. Jingxian County is the famous "Hometown of Rice Paper" and the birthplace of national rice paper. It has tangible cultural heritage and 12 scenic spots open to the outside world, including 5 4A-level scenic spots and 5 3A-level scenic spots. In 2013, it received 5.0117 million tourists and achieved a tourism output value of 1.663 billion yuan. From 2010 to 2013, it won the city’s tourism economic development award for four consecutive years.

At present, our county has been included in the "Outline of the Construction and Development Plan of the Wannan International Cultural Tourism Demonstration Zone" approved by the State Council, and the tourism industry will have greater room for development.

At the same time, our county has historically been the seat of the New Fourth Army's military headquarters and the Southeast Bureau of the Central Committee of the Communist Party of China. It is also the site of the Wannan Incident and is an old revolutionary area.

3. The significance of "removing counties and establishing cities"

4. Application Procedures

6. Proposed name for city establishment

Based on the relevant provisions of the "Regulations on the Administration of Place Names of the State Council" and the actual situation of our county, the preliminary research opinion of the Standing Committee of the County Party Committee is: the tentative name "Jing County City".

Previously, three suggested names were proposed, which are also reported here for reference.

1. Jingzhou City. Because there is already "Jingchuan County" within the jurisdiction of Gansu Province, according to the relevant provisions of the "Regulations on the Administration of Place Names", the principle that the names of administrative regions within the unified administrative region cannot have the same name, so when our county changes its city name, it cannot use "Jingchuan City" .

The word "zhou" is similar to "Chuan". The original meaning of the word "zhou" is "to live by the river". (building a city with walls on the river to resist floods), and "living in the water" (building a city with walls on flat land and depressions to resist floods). This form of riverside living is called "state", which means setting up a city by the water, and it happens to be similar to the geography and topography of our county.

2. Jingshui City. Qingyi River was called Jingshui in ancient times. According to the "Book of the Later Han Dynasty. Ming Emperor Jing", "There is Jingshui, which comes out of Wuhu and is named because of the water." This is also the origin of the place name "Jingxian County".

3. Jing City comes directly from the name of the county and remains unchanged.
