In July 2012, Xi'an City proposed five key tasks related to the long-term development of Xi'an, and formed a consensus throughout the city, including the protection of the ecological environment at the northern foot of the Qinling Mountains, It also clearly stated that we should continue to promote ecological and environmental protection at the northern foot of the Qinling Mountains with a responsible attitude towards history and the people, and strive to build a beautiful Xi'an where man and nature live in harmony.

Protecting the Daqinling Mountains and making green waters and green mountains sustainable is an inevitable choice for the sustainable development of Xi'an. In the past five years, the whole city has made unremitting efforts, worked together, and overcome difficulties to protect the ecological environment and maintain its ecological functions at the northern foot of the Qinling Mountains, and has achieved remarkable results.

On October 1, 2013, the "Xi'an Qinling Ecological Environment Protection Regulations" were promulgated and implemented. This is the first local regulation specifically established for a mountain among large and medium-sized cities in the country, marking Xi'an's commitment to the ecological environment. The protection of the Qinling Mountains' ecological environment has entered the era of "rule of law". This regulation is woven together with the "Shaanxi Province Qinling Ecological Environment Protection Regulations", "Xi'an Qinling Ecological Environment Protection Area Management Measures for Investment Projects (Trial)", "Qinling Ecological Environment Protection Work Interim Measures Assessment" and various departmental regulations to form a " "French Network" constitutes a relatively complete legal system for the protection of the Qinling Mountains.

At the same time, based on the "Xi'an Qinling Ecological Environmental Protection 13th Five-Year Plan", our city has promoted the "Multiple Plans into One" work and successively completed the "Ecological Environmental Protection Plan for the Xi'an Section of the Greater Qinling Mountains" and " The overall plan for the protection and utilization of the Xi'an section of the Daqin Mountains" and the "Cuihua-Wutai, Louguan, Taiping, Fengyu and Tangyu five area control plans" have formed a relatively complete Qinling Mountains ecological environment protection planning system to fundamentally solve the problem of spatial Planning conflicts, resource and environmental protection and utilization and other practical contradictions.

Comprehensively implement the Qinling Ecological Environmental Protection Project

Nowadays, many cycling enthusiasts are very familiar with the greenway on the mountain-ring highway. This landmark road section has not only become a convenient passage for people along the mountain to work and relax, but is also the most important landscape corridor at the northern foot of the Qinling Mountains.

In recent years, the city has taken the initiative, taken multiple measures, and meticulously constructed construction. It has invested a total of 3 billion yuan in comprehensive improvements to improve the ecological environment at the northern foot of the Qinling Mountains, and has done many practical things that are well received by the people. Work. From 2011 to 2014, the direct slope greening project at the northern foot of the Qinling Mountains was carried out to afforestation 28,900 acres; starting from 2015, high-quality greening, lighting, and beautification projects were promoted for 166 kilometers on both sides of the Huanshan Road, and various types of trees and trees were planted. There are 3.1 million shrubs and a green area of ??1.04 million square meters. Solar street lights for the 21 kilometers from Taiyi Palace to Fengyukou roundabout were completed and lit. Two ecological node squares, four farmers' markets and 21 parking lots were officially put into use. Behind the numbers is hard and solid work. The goal of "keeping one mountain green, protecting eight rivers, and building a beautiful Xi'an" has achieved practical results. There are more trees, lights are brighter, roads are wider, the scenery is beautiful, and the reputation of the people is getting better and better.

On the one hand, it is to increase investment in ecological construction. On the other hand, our city, on the basis of following the principle of maximum protection, strictly enforces the approval of construction projects and strictly enforces the prohibition of construction in the ecological protection zone at the northern foot of the Qinling Mountains. This is a planning protection requirement for new construction projects that pollute water sources and damage the environment. Since 2013, the government has reviewed and approved 88 projects in ecological protection, eco-tourism, infrastructure, national defense construction, etc. Many projects that affect ecological and environmental protection have been "rejected", and the ecology at the northern foot of the Qinling Mountains has also deteriorated. Things are getting better day by day.

Clean chaos with an iron fist

Say "no" to behaviors that damage the ecological environment

To protect the ecological environment at the northern foot of the Qinling Mountains, we must say "no" to those behaviors that damage the ecological environment. "No".

In the past five years, our city has continued to carry out regular rectification of ecological environment protection in the Qinling Mountains, and strictly cracked down on "arbitrary occupation and construction, illegal mining and excavation, arbitrary discharge, and indiscriminate deforestation", and the "four chaos" have been effectively curbed.

Zheng Shihua, director of the Mine Management Division of the Municipal Land and Resources Bureau, said that in recent years, our city has strictly implemented the "Xi'an Mineral Resources Plan (2006-2020)" and continued to carry out illegal sand and quarrying in the Qinling Mountains. With severe crackdowns, the problem of illegal mining has been comprehensively curbed, no large-scale, systematic illegal mining has occurred, and the mining supervision situation is generally under control. In 2015, all illegal exploration and mining activities have been banned; the development of various mineral resources has been shut down in an orderly manner, and the number of legal mineral rights has been reduced from 106 in 2004 to 45. In the past four years, 40 mines have been closed. By the end of 2020, mining rights will be controlled within 17, and the number of mines in the city will be reduced by 72% compared with 2014, reaching national green mine construction standards.

In the process of comprehensive environmental improvement of Huanshan Road, the Municipal Qinling Office followed the idea of ??“one green line running through the end” and coordinated and organized the district and county Qinling Offices to carry out normalized comprehensive environmental improvement of the tourism environment on both sides of Huanshan Road. In the rectification work, we promptly dismantle and clean up illegal door pillars, lanterns, door plaques, and street-occupying stalls; timely clean up domestic and construction waste; promptly inspect and rectify illegal super-tall buildings, and now the landscape corridor that runs east and west on the mountain road , becomes more beautiful and colorful.

Once upon a time, illegal construction in the northern foothills of the Qinling Mountains intensified, scarring the green mountains and green waters with constant scars, and turning the back gardens that originally belonged to the citizens of Xi'an into the private domain of a few people. In March 2014, the Xi'an Municipal Party Committee and Municipal Government took the initiative to intensify the crackdown on illegal construction within the framework of the rule of law, so that those who damage the ecological environment of the Qinling Mountains had nowhere to hide, and a new situation emerged in the protection of the ecological environment of the Qinling Mountains. , this achievement has been fully affirmed by the central and provincial leaders.

In 2014, our city fully completed the disposal of 202 illegal buildings, demolished 145 buildings, confiscated 57 buildings in accordance with the law, and carried out ecological restoration of 145.06 acres of the demolition sites and surrounding environment. In 2015, 10 illegal buildings were newly investigated and punished (2 in Zhouzhi County and 8 in Chang'an District), 5 were demolished in accordance with the law, 4 were rectified, and 1 was confiscated; 3 of the 202 illegal buildings were re-approved for demolition (Hu County). Xi'an has taken practical actions to curb the spread of behaviors that damage the ecological environment of the Qinling Mountains. This not only greatly deterred the behavior of damaging the ecological environment of the Qinling Mountains, but also provided a legal basis for the nationwide rectification of illegal construction in national nature reserves in terms of scale of rectification, law enforcement procedures, and punishment methods. In the process of protecting the ecological environment of the Qinling Mountains, our city has always adhered to the protection and enrichment projects combined. From 2013 to 2015, during Xi'an's three-year poverty alleviation work, there were 72 poverty-related towns (street offices) in the city, 40 of which were in the Qinling Protected Area, accounting for 56% of the total. In order to help the local people in the Qinling area get rid of poverty and become rich as soon as possible, we vigorously developed ecological agriculture and tourism to replace the traditional economic model and formed large-scale agriculture represented by Zhouzhi kiwi, Huxian grapes, Lantian walnuts and modern agriculture in Chang'an District; Agricultural entertainment economic model based on natural resources and picking tourism; carry out the construction of ancient towns represented by Yushan Ancient Town, Gepai Ancient Town in Lantian County and Houzhenzi Ancient Town in Zhouzhi County, promote the construction of beautiful rural areas such as Huayangmiao and Agu Spring in Huxian County, and create Hongqingshan style town in Baqiao District; relocated 84,000 people from six first-level water source protection areas to strengthen water source protection and create conditions for getting rid of poverty and becoming rich.

At the same time, vigorously developing the eco-tourism economy in the Qinling Mountains complements the advantages of the Guanzhong Plain tourism belt with cultural landscapes as the main body, and together form the basic framework for the development of Xi'an's tourism resources. Relying on 6 nature reserves, 14 forest parks, 1 national scenic spot, 38 tourist attractions, 2 geological parks and world cultural heritage, cultural monuments, 6 Buddhist ancestral temples, 8 intangible cultural heritage resources, Religious temples, develop tourism resources, highlight the regional characteristics of "the natural beauty of Qinling mountains, water, and forests and the long historical and cultural beauty of ancient Chang'an"; build a cultural tourism belt along the mountain with the Qinling Wildlife Park as the core and expand to the east and west wings, radiating and promote the rapid development of surrounding economies.

In order to make the concept of protecting the Qinling Mountains more deeply rooted in the hearts of the people, the Municipal Qinling Mountains Office organized a series of activities to show the Qinling Mountains’ cultural ecology to the public and let more people participate in the action of protecting and caring for the Qinling Mountains. . Today, Xi'an's protection of the ecological environment of the Qinling Mountains has entered a new stage. This protection will continue and will surely become a strategic project, ecological project, cultural project and people's livelihood that will benefit the long-term development of Xi'an. project.
