After the certificate is issued, you can go to a travel agency or website that has the qualification to travel to Taiwan to apply for a "entry permit" for individual travel. If the household registration is not in Shenzhen, it depends on whether there are 26 cities where individuals can travel to Taiwan (the list is attached). If yes, go back to your household registration to apply for a pass to Taiwan and check your personal travel. After applying for a permit, find a travel agency in Shenzhen or those 26 cities to apply for an entry permit to Taiwan.
