Article 2 The protected area is located in Hohhot City, Baotou City, and Ulanqab City and belongs to the forest ecosystem type. The area and boundaries of protected areas shall be subject to those approved by the State Council. Article 3 These Regulations shall be observed when engaging in activities such as planning, protection, construction, utilization and management in protected areas. Article 4 The protection and management of protected areas shall adhere to the principles of comprehensive planning, strict protection, orderly construction, scientific management, rational utilization, and sustainable development, and properly handle the relationship with local economic and social development and residents' production and life. Article 5 The People's Government of the Autonomous Region, the People's Government of Hohhot City, the People's Government of Baotou City, the People's Government of Ulanqab City and the relevant banner and county-level people's governments shall incorporate the construction, protection and management of protected areas within their jurisdiction into the national economic and social development plan , the construction, protection and management funds of protected areas are included in the fiscal budget of the same level, and investment is increased year by year. Article 6 The People's Government of the Autonomous Region, the People's Government of Hohhot City, the People's Government of Baotou City, and the People's Government of Ulanqab City shall strengthen leadership over the work of protected areas within their respective jurisdictions, and coordinate issues related to nature protection, ecological construction, and economic and social development in protected areas. major matters. Article 7 The ecological environment administrative department of the People's Government of the autonomous region is responsible for the comprehensive management of protected areas.
The forestry and grassland administrative department of the People's Government of the autonomous region is in charge of the work of the protected area, and its affiliated protected area management agencies are responsible for the specific work of protection and management.
The ecological environment, forestry and grassland, public security, agriculture and animal husbandry, water conservancy, natural resources, tourism and other departments of the people's government at or above the banner and county level where the protected area is located shall protect and manage the protected area in accordance with their respective responsibilities. Related work. Article 8 The main responsibilities of the protected area management agency are:
(1) Implement relevant national and autonomous region laws, regulations, rules, guidelines and policies;

(3) Responsible for the application and implementation of ecological protection and construction projects in the protected area;

(6) Organize and carry out Scientific research and publicity and education activities;
(7) Organize visits, tourism and other activities in accordance with the overall plan of the reserve without affecting the natural environment and natural resources of the reserve;
(8) Investigate and punish illegal acts that damage natural resources, natural environment, and protection facilities in protected areas in accordance with the law. Article 9: All units and individuals have the obligation to protect protected areas and have the right to stop, report and accuse acts that damage natural resources and the natural environment. Article 10 The people's government at or above the county level where the protected area is located shall commend and reward units and individuals who have made outstanding achievements in the construction, protection and management of protected areas, as well as scientific research. Chapter 2 Planning and Resource and Environmental Protection Article 11 The overall planning of the protected area shall be formulated by the forestry and grassland administrative department of the people's government of the autonomous region in conjunction with development and reform, housing and urban and rural construction, ecological environment, agriculture and animal husbandry, water conservancy, natural resources, tourism and other related matters. The preparation of a master plan for a protected area should go through demonstration meetings, hearings and other procedures to extensively solicit opinions from relevant units and the public. After being reviewed by the autonomous region’s nature reserve review committee, it should be submitted to the forestry and grassland administrative department of the State Council for approval. The overall plan of the protected area should be announced to the public.
The approved overall plan for the protected area should be strictly implemented, and no unit or individual may change it without authorization; if changes are really necessary, they should be submitted for approval in accordance with the original approval procedures. Article 12 The management agency of a protected area shall, based on the scope and boundaries of the protected area approved by the State Council, set up boundary signs for the protected area and functional area boundary signs, and submit them to the People's Government of the autonomous region for announcement.
No unit or individual may change the nature and boundaries of the protected area without the approval of the original approval authority.
No unit or individual may destroy or move the boundary markers and other protection facilities of the protected area without authorization. Article 13 The protected area is divided into core area, buffer area and experimental area.
The core area is a well-preserved natural ecosystem and a concentrated distribution area of ??rare and endangered animals and plants. No unit or individual is allowed to enter without authorization.
The periphery of the core area is a buffer zone, where only teaching, scientific research and observation activities are allowed.
The periphery of the buffer zone is an experimental area where scientific experiments, teaching internships, visits and inspections, tourism, protection, and artificial breeding of rare and endangered wild animals and plants can be carried out. Article 14 The Hohhot Municipal People's Government, Baotou Municipal People's Government, and Ulanqab Municipal People's Government shall formulate ecological migration plans for protected areas within their respective jurisdictions. The core area shall gradually become uninhabited, and the buffer zone and experimental zone shall gradually reduce the residential population. .
Article 15 Units, residents and persons who are approved to enter the protected area shall abide by the various management systems of the protected area and submit to the management of the protected area management agency. If their living, production and business activities cause damage to the natural resources and natural environment of the protected area, measures should be taken to restore the ecological environment.
