Non-resident passengers of China nationality who are allowed to enter the country for settlement shall bring their own articles and means of transportation that they have owned and used abroad into the country, and submit a one-time application to the competent customs of the place of settlement with the settlement certificate issued by the relevant competent department of People's Republic of China (PRC) within three months after being allowed to enter the country for settlement.

Among the above-mentioned articles for personal use, except those listed in the List of Taxable Articles for Self-use and Installation of Settled Passengers (see Annex 2) attached to these Provisions, those that are within a reasonable quantity after customs examination are allowed to enter the country duty-free. Among them, the duty-paid price is more than RMB 1000 and less than RMB 5,000 (including RMB 5,000), and each piece is limited to 1 piece. Cars and motorcycles for personal use are allowed to enter every household with 1 vehicle, and the customs pays taxes according to regulations.

Articles and vehicles for personal use that are allowed to enter the country shall enter the country from the approved port within six months from the date of customs approval. The customs at the place where articles enter the country shall go through the inspection and release procedures for motor vehicles with the approval documents of the competent customs at the place of entry and the Import Goods Declaration Form filled out by passengers.

Regulations of People's Republic of China (PRC) on the Administration of Entry and Exit Luggage of China Residents

Article 3 China residents who have resided abroad for more than 1 year (including 1 year) from the date of leaving the country to the date of this entry shall be taxed or released duty-free by the customs according to the provisions within the range of articles and quantities specified in the Table of Limits of Articles Carried by China Residents attached to these Provisions.

With the approval of the customs, only one of the items listed in Items 4 and 5 of the Restricted Belt List that exceed the duty-free quota is allowed to be released through taxation.

Article 4 China residents who have lived abroad continuously for less than one year from the date of leaving the country to the date of this entry shall be granted duty-free release of articles within the scope of Items 1, 2 and 3 of the Limited List upon entry; Items 4 and 5 of the limited list are allowed to enter the country for the first time in each calendar year, and one of them is allowed to be released by taxation.

The customs does not allow articles exceeding the tax limit to enter the country. Passengers should go through the entry and exit formalities by themselves within the time limit stipulated by the customs. If the time limit is exceeded, the customs will handle it according to law.

Article 5 The customs only releases articles necessary for travel to persons under the age of 16.

Article 6 The luggage and articles carried by China residents shall be limited to a reasonable amount for their own use, except those prohibited or restricted from leaving the country by the state.

Article 7 China residents are not allowed to bring the articles listed in the List of Articles Prohibited from Entering or Leaving People's Republic of China (PRC) into or out of the country.

Article 8 The customs shall handle the entry and exit luggage and articles of persons who go to Hongkong, Macau and Taiwan Province with ordinary passports or valid passes issued by relevant departments of China for personal reasons.

The Customs will only release the inbound and outbound luggage and articles of people who hold the above-mentioned certificates and go to the border areas of neighboring countries in China.
