Measures for the administration of e-government construction in Shantou Special Economic Zone
(a) all or part of the use of municipal, district (county) government financial funds for the project;
(2) Projects financed by the municipal, district (county) governments;
(3) government franchise projects or government and social capital cooperation projects (PPP projects). Article 3 The term "e-government project" as mentioned in these Measures refers to the project that the unit with administrative management and public service functions (hereinafter referred to as the e-government implementation unit) provides administrative management and public service by using computer communication and information management technology, mainly including engineering, equipment, software and services. Article 4 The construction and management of e-government shall follow the principles of unified planning, unified standards, intensive development, interconnection, resource sharing and safety, so as to promote the sustained and healthy development of e-government and prevent blind investment and repeated construction. Article 5 The Municipal E-government Management Office is the competent department of E-government in the Special Zone, responsible for the overall planning, coordination, guidance, supervision and management of E-government, and organizing the implementation of these Measures.
The technical management institution determined by the municipal e-government department is responsible for the operation, maintenance and technical management of the e-government extranet and the * * * business system (hereinafter referred to as the municipal e-government technical management institution).
Other relevant units shall, in accordance with their respective responsibilities, do a good job in e-government related work. Sixth District (county) people's governments should strengthen the organization and leadership of e-government within their respective administrative areas, determine the competent departments and technical management institutions, implement their work responsibilities, and promote the orderly development of e-government work. Article 7 The SEZ shall establish an e-government performance evaluation mechanism, and the evaluation results shall be regarded as one of the evaluation indicators of the performance management of the people's government at the corresponding level, and shall be used as the basis for the approval of subsequent e-government projects and the allocation of operation and maintenance funds.
The specific measures for the performance evaluation of e-government shall be formulated and implemented separately by the municipal administrative department of e-government. Chapter II Planning and Construction Article 8 The municipal administrative department of e-government shall, according to the national and provincial master plans for e-government development and the requirements for the development of e-government in the special zone, organize the compilation of the master plan for the development of e-government in the whole city, which shall be promulgated and implemented after being approved by the Municipal People's Government.
According to the overall planning of the city's e-government development, the municipal finance department arranges a certain amount of special construction funds every year for the preliminary work and construction of municipal e-government projects. Article 9 The special zone shall implement the system of annual declaration and special declaration for municipal e-government projects, which shall be linked with the preparation of the draft budget of the municipal finance department. Tenth municipal e-government departments in conjunction with the municipal finance department before the end of July each year to the e-government implementation unit for the next year's municipal e-government projects.
E-government implementation units that need to build, rebuild or expand municipal e-government projects shall report to the municipal e-government department before the end of August each year and submit the project construction plan, including the necessity and feasibility of project construction, target content, technical specifications, investment budget and implementation plan.
If the application materials are incomplete or the contents do not conform to the provisions of the preceding paragraph, the municipal administrative department of e-government shall inform the applicant at one time to make corrections within the prescribed time limit; If the applicant fails to make corrections or fails to meet the requirements after correction, the municipal e-government department will not accept it. Article 11 If it is really necessary to increase municipal e-government projects due to major tasks, urgent needs or temporary requirements from higher authorities outside the annual reporting period, the relevant e-government implementation unit shall make a special declaration to the municipal e-government department and submit the application materials specified in the second paragraph of Article 10 of these Measures. Twelfth municipal e-government departments to accept the pre-trial declaration of the project, depending on the different circumstances, respectively, to make the following treatment:
(a) does not meet the overall planning of the city's e-government development and the relevant provisions, returned to the reporting unit and explain the reasons;
(two) basically in line with the overall planning of the city's e-government development and related regulations, but the preliminary work is still insufficient, put forward guidance to require the reporting unit to further optimize and improve, and negotiate with the municipal finance department to allocate some funds for the preliminary work of the project;
(three) in line with the overall planning and relevant provisions of the city's e-government development, through the pre-trial. Thirteenth through the pre-trial municipal e-government projects, municipal e-government departments should be aimed at the necessity and feasibility of the project and the rationality of the budget, in turn to carry out the following work:
(1) Entrusting a third party to conduct preliminary examination through open competition;
(two) to organize experts to conduct centralized review, and to conduct on-the-spot investigations or invite representatives of departments to participate when necessary;
(three) put forward the evaluation conclusion.
If the e-government project specified in the preceding paragraph is a special declaration, the municipal e-government department may directly put forward the evaluation conclusion. Article 14 The municipal e-government projects that pass the annual review shall be sorted by the municipal e-government department according to the priority order, and the project list shall be included in the annual e-government special fund quota, which shall be confirmed as the proposed project after examination and approval by the municipal finance department, and the review opinions shall be issued to the corresponding reporting unit, and the draft budget of the reporting department shall be notified at the same time.
The special application for municipal e-government projects that have passed the evaluation, but failed to be included in the project list due to the limitation of fund amount, will be included in the project list as an alternative in the next round of municipal e-government project screening under the same conditions.
