Huaibei is a fourth-tier city. Huaibei City is located in the north of Anhui Province, at the junction of Anhui, Jiangsu and Henan provinces, bordering Xiaoxian County in the north, and Duanyuan Town, an "enclave", borders tongshan district, Xuzhou City, Jiangsu Province.
