Decision of the Standing Committee of Liaoyang Municipal People's Congress on Amending the Regulations of Liaoyang Municipality on the Management of Fireworks and Firecrackers Sales (202 1)

1. Article 4 is amended as: "This Municipality shall impose restrictions on the sale and discharge of fireworks and firecrackers. Fireworks and firecrackers will be set off within a limited time within the city. Fireworks and firecrackers can be set off from the 23rd day of the twelfth lunar month to the 15th day of the first month of the following year. Fireworks and firecrackers are prohibited at other times.

If the relevant organs and organizations in this Municipality need to set off fireworks and firecrackers during festivals such as celebrations, it shall be decided and announced by the Municipal People's Government.

Baita District, the communities under the jurisdiction of Qingyang Street and Tokyo Ling Street in Wensheng District, the communities under the jurisdiction of taizihe district, the streets under the jurisdiction of Hongwei District and Gongchangling District, and the built-up areas of Liaoyang County and dengta city are prohibited from selling fireworks and firecrackers. One article is added as Article 5: "Fireworks and firecrackers are prohibited after the early warning of heavy polluted weather and the emergency plan is started. The municipal, county (city) and district people's governments shall timely release early warning information on heavy pollution weather through the news media to remind the public that fireworks and firecrackers are prohibited during this period. " Three. Article 5 is renumbered as Article 6 and amended as: "These Regulations shall be implemented by the people's governments at all levels in this Municipality.

The public security department is responsible for the safety management of fireworks and firecrackers.

The emergency management department is responsible for the safety supervision and management of fireworks and firecrackers.

Administrative examination and approval, ecological environment, transportation, market supervision and management, education, civil affairs, housing and urban and rural construction, cultural tourism, radio and television and other departments shall be responsible for the safety management of fireworks and firecrackers according to their respective responsibilities. 4. Article 13 is renumbered as Article 14, and the first paragraph is amended as: "Where an application is made for holding a fireworks party or other large-scale fireworks display activities, the organizer shall apply to the public security department of the relevant people's government in accordance with the provisions on hierarchical management, and obtain a fireworks display license, which shall be set off by qualified fireworks display business units and operators." 5. The order of relevant laws and regulations shall be postponed in turn.

This decision shall come into force as of the date of promulgation.
