The competent meteorological departments of cities (administrative offices, the same below) and counties (cities, districts, the same below) are responsible for meteorological work within their respective administrative areas under the leadership of the competent meteorological departments at higher levels and the people's governments at the corresponding levels.
Meteorological offices and stations belonging to the Provincial Prison Administration, the Civil Aviation Administration and other relevant departments shall accept the guidance, supervision and industry management of their meteorological work by the local competent meteorological departments. Article 3 Meteorological offices and stations affiliated to competent meteorological departments at or above the county level and relevant departments (hereinafter referred to as meteorological offices and stations) shall give full play to the advantages of advanced equipment and technology and provide timely and accurate meteorological information for economic development and social progress. Under the premise of ensuring meteorological public services, paid meteorological services can be carried out in accordance with relevant state regulations.
When carrying out public welfare meteorological services, county-level meteorological stations should focus on serving agricultural production and actively provide the required public welfare meteorological information for local agricultural production.
Meteorological offices and stations shall implement the meteorological technical specifications, meteorological equipment and operational standards uniformly formulated by the state or province, and abide by the meteorological work system. Article 4 The people's governments at or above the county level shall incorporate the development of meteorological undertakings into the national economic and social development plan at the corresponding level, and arrange the capital construction investment, related undertakings funds and special funds that should be borne by the corresponding level in the financial budget. Article 5 The investment in meteorological stations and monitoring systems, meteorological service systems, meteorological communication systems and meteorological early warning systems established by counties, cities and provinces according to local needs, as well as local meteorological projects such as comprehensive agricultural development, poverty alleviation through meteorological science and technology, drought resistance and forest fire prevention and mitigation, shall be mainly borne by the finance at the corresponding level. Article 6 The people's governments at or above the county level shall strengthen meteorological modernization, encourage and support meteorological scientific research and technological innovation, train meteorological talents, protect and utilize meteorological scientific and technological achievements, develop meteorological information industry, and support meteorological work in minority areas and remote, hard and poor areas. Seventh provincial meteorological authorities shall, according to the national meteorological facilities construction plan, in accordance with the principle of reasonable layout, effective utilization, taking into account the current and long-term needs, prepare the meteorological facilities construction plan of this province, and organize the implementation. Eighth people's governments at or above the county level shall, according to the standards prescribed by the state, delimit the scope of environmental protection for meteorological observation and incorporate it into urban planning or rural construction planning.
Any unit or individual shall strictly implement the national standards for environmental protection for meteorological observation and the provisions of these Measures on the scope of protection, and shall not approve construction projects that do not meet the requirements for environmental protection for meteorological observation within the scope of protection. Ninth reference weather stations, basic weather stations, general weather stations and automatic weather stations around the detection environment protection scope:
(a) the distance between the edge of the observation field and the surrounding buildings, trees and other obstacles is ten times the height of the obstacles;
(two) the edge of the observation field is 200 meters away from the railway subgrade, from the reservoir and other large water bodies 100 meters, and 30 meters away from the highway subgrade outside the scope of water engineering protection;
(three) the edge of the observation field is 500 meters away from the sources that have influence on the observation, such as heat source, electromagnetic radiation, chemical pollution, smoke and dust;
It is forbidden to discharge waste water, waste gas and dump garbage within 50 meters around the observation field. Tenth high-altitude weather stations, atmospheric background stations, meteorological radar stations, acid rain stations, lightning monitoring stations and other special meteorological detection environments, in addition to meeting the scope of protection as stipulated in Article 9 of these Measures, shall be subject to special protection:
(a) The elevation angle between the weather radar antenna and the surrounding obstacles is less than 0.5 degrees;
(two) there is no large pollution emission source within 5 kilometers of the wind direction on the observation field;
(3) There is no large combustion exothermic device around the observation point 1 km;
(four) radio emission and electromagnetic radiation devices around the observation field that do not interfere with meteorological detection;
(five) the topography and natural vegetation within 65438 0 km around the atmospheric background station observation field should remain unchanged for a long time. Article 11 The site of meteorological offices and stations shall remain stable. If it is really necessary to relocate the national reference weather station, basic weather station, special observation station or its facilities due to the implementation of urban planning or national key projects, it shall be submitted for approval in accordance with the relevant provisions of the state; If it is necessary to move the general weather station, the local people's government shall report it to the provincial competent meteorological department for examination and approval.
Without approval, no organization or individual may move meteorological stations.
The relocation work shall be organized and implemented by the local people's government, and the relocation expenses shall be borne by the construction unit.
The competent meteorological department of the province shall, jointly with the relevant departments, choose a new site, which shall be scientifically demonstrated and comparatively observed. Twelfth meteorological instruments, equipment, signs and communication lines, channels and other meteorological facilities are protected by law, and no unit or individual may occupy, damage or move without authorization. Thirteenth meteorological stations shall timely submit meteorological measuring instruments for inspection in accordance with relevant regulations. Meteorological measuring instruments without verification, unqualified verification or exceeding the validity period of verification shall not be used. Fourteenth public meteorological forecast and severe weather warning to implement a unified release, graded responsibility system.
Meteorological offices and stations subordinate to the provincial competent meteorological departments are responsible for issuing public meteorological forecasts, severe weather warnings, zoning guidance forecasts, meteorological forecasts and professional forecasts used by the provincial people's government for disaster prevention and mitigation decisions.
Meteorological offices and stations subordinate to the municipal competent meteorological department are responsible for publishing public meteorological forecasts, severe weather warnings, county-level guidance forecasts, meteorological forecasts, single-point forecasts and professional forecasts used by the Municipal People's Government for disaster prevention and mitigation decisions.
Meteorological offices and stations subordinate to the county competent meteorological departments are responsible for issuing supplementary and revised public meteorological forecasts, severe weather warnings, meteorological forecasts and professional forecasts for the county people's government to make decisions on disaster prevention and reduction.
Meteorological offices and stations subordinate to other departments shall, in accordance with their duties, issue corresponding special meteorological forecasts within the system.
Television weather forecast programs are produced by meteorological stations that issue forecasts, and the production quality is guaranteed.
