Measures of Zibo Municipality on the Administration of Parks

Article 1 In order to strengthen the management of parks, improve the service quality, promote the construction of park cities in Zibo, and improve the urban and rural ecology and living environment, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the management, service and supervision of parks within the administrative area of this Municipality.

Where laws and regulations have other provisions on the management of scenic spots, wetland parks, forest parks and zoos, those provisions shall prevail. Article 3 The term "parks" as mentioned in these Measures refers to public green spaces and leisure places for public recreation, appreciation, fitness, cultural entertainment or public welfare activities, including comprehensive parks, community parks, gardens and special parks. Article 4 Park management shall practice socialist core values, embody the nature of public welfare, and adhere to the principles of party committee leadership, government leadership, social participation, scientific management and standardized service. Article 5 The municipal, district and county people's governments (including the administrative committees of high-tech zones, economic development zones and Wenchang Lake provincial-level tourist resorts, the same below) shall strengthen their leadership over the management of parks and incorporate park undertakings into the national economic and social development plan. The necessary expenses such as management and maintenance of parks guaranteed by the government should be included in the financial budget to ensure the healthy development of parks. Article 6 The urban management department of the municipal, district and county people's governments shall be responsible for the overall coordination of park management within their respective administrative areas, and shall be specifically responsible for the supervision and management of urban parks. The competent departments of natural resources and planning, water conservancy, agriculture and rural areas, culture and tourism, sports and other industries are responsible for the supervision and management of parks in their own industries and fields.

The urban management departments and industry departments mentioned in the preceding paragraph are hereinafter referred to as the park authorities.

Public security, finance, housing and urban construction, commerce, emergency, market supervision and other departments should do a good job in park management according to their respective responsibilities. Article 7 Parks shall be managed by classification. The municipal, district and county people's governments shall organize the compilation of the park directory and announce it to the public. The catalogue includes the name, category, location and competent department of the park. Article 8 Citizens, legal persons and other organizations are encouraged to participate in park management and services according to law through investment, donation and voluntary activities. The park management institutions and park management units specified in the preceding paragraph are hereinafter collectively referred to as park management service units.
