Yes According to Article 67 of the Tourism Law of the People's Republic of China, if the travel itinerary cannot be continued due to force majeure, the travel agency or summer camp may terminate the contract with the consumer, and the travel agency or summer camp shall return the balance to the consumer after deducting the non-refundable fees paid to the local agency or performance assistant.
