During the Spring Festival in 2022, nine districts outside Shanghai's outer ring, including Pudong, Minhang, Baoshan, Jiading, Songjiang, Jinshan, Qingpu, Fengxian and Chongming, will open fireworks and firecrackers sales outlets.

According to the Regulations of Shanghai Municipality on the Safety Management of Fireworks and Firecrackers, we hereby notify you as follows:

First, it is forbidden to set off fireworks and firecrackers within the outer ring road of this city.

Two, it is forbidden to set off fireworks in the following places outside the outer ring road:

(1) The residence of state organs.

(2) cultural relics protection units.

(3) Transportation hubs such as stations, docks and airports, rail transit facilities and railway line safety protection zones.

(four) the production, management and storage units of inflammable and explosive dangerous goods.

(five) power transmission and transformation, gas, fuel and other energy facilities in the safety protection zone.

(6) Medical institutions, kindergartens, schools and institutions for the aged.

(seven) shopping malls, bazaars, public cultural facilities, places for religious activities and other crowded places.

(eight) high-rise buildings and buildings with low fire resistance grade use flammable and combustible external insulation materials.

(nine) other areas and places designated and announced by the District People's government.

Three, during the period of heavy pollution, the city will prohibit the discharge of fireworks.

Four, in the area where fireworks are prohibited, no unit or individual may operate, store or transport fireworks.

Five, without permission, no unit or individual may operate or transport fireworks and firecrackers, and may not hold fireworks parties and other large-scale fireworks display activities.

Six, the illegal production, operation, transportation, storage and discharge of fireworks and firecrackers units and individuals, the public security organs will be punished in accordance with the provisions of laws and regulations. If it constitutes a violation of public security administration, it shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Seven, encourage the public to report illegal production, management, storage, transportation, fireworks.

When buying fireworks, you should pay attention to:

1, you should buy fireworks and firecrackers with a business (retail) license issued by the safety production supervision and management department, and don't buy them at unlicensed stalls, mobile stalls and illegal vendors peddling along the street.

2. Products with neat appearance, no mildew, no deformation, no drug leakage and no floating should be purchased.

3. Products with complete and clear signs should be purchased, that is, formal factory name, address, warning words and Chinese emission instructions.

4. C and D fireworks and firecrackers with relatively small dosage and less danger should be purchased. It is not advisable to buy fireworks that are dangerous and can only be set off by professionals, such as fireworks bombs and large-scale combination fireworks.
